The DHS EAGLE II Program Manager/Executive identifies high value opportunities across DHS aligned with company goals and supported with strategic/tactical capture plans. The candidate integrates teams across the firm to converge on priority opportunities, and drives contract task order wins. The EAGLE II PM will execute plans to build relationships with DHS clients by marketing to executives, program managers, procurement staff, EAGLE II PMO and other key contacts across DHS. The successful candidate will be an energetic, hands-on leader and support member who consistently represents the firm’s interest and the interests of its stakeholders (employees, clients, and partners); provides exemplary customer service and solutions to internal and external stakeholders; ensures interaction and personal actions are consistent with firm’s core values; and is motivated and driven to achieve firm's growth and market capture targets.
The selected candidate will be responsible for marketing the firm’s functional capabilities to priority markets to include, but not be limited to: Software/Systems Engineering, IT Support Services, Cyber Security, Systems Integration, Content Management, Program Support, among others. Candidate will be laser- focused on the full spectrum of the DHS market, reaching out to potential customers, leveraging existing and creating new relationships with clients and partners to expand business base across DHS.
The functional emphasis will be broad and across the firm, including the following areas: Strategic Capture/Business Development for DHS; Corporate and Proposal Development; Utilizing Sevatec IT tools including Win Award, Seva Connect and STORMS. The candidate will utilize lifecycle processes of the Sevatec GWAC Center singularly focused on capturing individual task orders on EAGLE II FC-1 for Sevatec’s Prime Contract under the 8(a) category as well as our core subcontract partner position on HUBZONE and SDVOSB FC-1 contracts.
Direct responsibility for managing relationship with EAGLE II program, task order pursuits, task order execution and contractual administration.
Provide leadership, direction, and operational expertise in the management and use of the IDIQ contract.
Perform detailed comparisons of competitors on the vehicle and develop marketing materials and resources for outreach, including training sessions with corporate staff.
Provide expertise in technical solutions across Sevatec’s line of functional offerings.
Provide highly technical expertise in recommending, developing, and executing solutions.
Work with Contracts Dept. to perform contract administration tasks and stay abreast and on top of contractual requirements on EAGLE II.
Identify new business opportunities and perform business development activities to include:
Active participation in authoring, preparing, and reviewing technical and cost proposals;
Identify partners and execute teaming arrangements for task orders;
Track obligations to partners through teaming agreements and subcontracts
Monitors task order funding, work products, contractual requirements, etc.
Conduct market research and analysis for business development and forecasting;
Executes market strategy to maximize usage of EAGLE II vehicle;
Act as main POC for EAGLE II subcontracts in other areas outside of FC1 8(a) track
Utilize Sevatec’s task order response management system (STORMS)
Coordinate with Human Resources to identify and select candidates that will be bid on proposal opportunities.
Collaborate on corporate business development activities and participate in weekly BD meetings.
Participate in regularly scheduled operational meetings with team leads and employees to provide updates on customer tasks and opportunities.
Bachelors degree in computer science, engineering or related field; Post Graduate work is a plus
Expert understanding of IDIQ/GWAC vehicles government acquisition process.
Thorough and complete understanding of the DHS mission and experience capturing and executing work in multiple DHS components
7+ years experience with Government contracting with IDIQ vehicles for FFP, T&M, CPFF, and CPAF type orders (competitive and directed).
5+ years of federal business development, capture management, and proposal development.
Demonstrated ability to communicate effectively with internal technical, management and administrative staff, as well as external customers.
Highly motivated, multi-tasking individual who works well in a fast-paced dynamic environment is essential.
Ability to identify changes in LOE and/or scope and initiate the required follow on tasks.
Ability to identify critical paths, contingency plans, and manage project risks.
Must have excellent analytical, project management, and problem solving skills
Possess strong skills in organizing, and managing time across multiple tasks and customer needs; capable of working independently.
Ability to develop and maintain effective relationships with internal and external customers
Excellent communications skills to generate and present briefings to senior leadership.
Team player with a positive, enthusiastic attitude.
