Program Manager, Medicaid Redesign Initiatives
Salary Grade 23
$66,375

The Research Foundation for Mental Hygiene, Inc. is seeking one qualified individual to fill the full-time position of Program Manager, Medicaid Redesign Initiatives.

The New York State Office of Mental Health, in collaboration with the Office of Alcoholism and Substance Abuse Services (OASAS), is implementing Behavioral Health Organizations (BHO) to improve the quality of behavioral health services and control costs. The implementation and oversight of these 5 BHOs requires development and reporting of performance metrics to track whether the desired outcomes, including the impact on Medicaid service utilization associated with the initiative are being achieved. In addition, there will be a great deal of tracking of correspondence, scheduling of regional meetings, and other administrative tasks associated with project oversight. The OMH has an accelerated timeframe for rolling out BHOs and related Medicaid redesign initiatives.

The Program Manager will, under the direction of the Office of Mental Health's Director of Program and Policy Development, be responsible for performing a wide range of management, policy development, planning and program implementation duties to support the program's goals and objectives.

DUTIES

Job Duties and Responsibilities:
Program Development and Management
1.Participate in development of Behavioral Health Organization and other Medicaid Redesign Team (MRT) initiatives
2.Conduct complex analysis of Medicaid claims data
3.Assist in the development of the benefit package for adults with SMI
4.Coordinates with Actuary Liaison and Financial Management in the expected utilization of managed care services
5.Defines the staff credentials required for the delivery of services
6.Monitors the delivery of benefit package services

Working with Stakeholders
1.Participate in development of project advisory committee(s)
2.Meet with state staff and stakeholders, assist in preparation and maintenance of guidance documents, respond to written correspondence
3.Prepare agendas and presentations for stakeholder meetings
4.Participate in systems evaluation reviews with vendors/stakeholders

Program Evaluation
1.Monitor deliverables in vendors' scope of work for MRT projects
2.Assist with review of monthly and quarterly vendor reports
3.Participate in audits of vendor quality assurance activities
4.Participate in systems evaluation reviews with vendors/stakeholders

QUALIFICATIONS

1.Master's Degree in public health, social sciences, or public administration from accredited college;
2.Strong analytical, written and verbal communication skills;
3.Ability to think creatively and strategically;
4.Capable of working both independently and as a member of a team; and
5.Proficient in the use of standard office technology and basic Microsoft applications including WORD, Excel, and PowerPoint.

Preferred Additional Experience:
1.Experience with or knowledge of New York State public health insurance programs (e.g., Medicaid, Managed Care, CHPlus, and FHPlus);
