Program Manager, Medicaid Redesign Initiatives
Salary Grade 23
$66,375-$80,736

The Research Foundation for Mental Hygiene, Inc. is seeking one (1) qualified individual to fill the position of Program Manager, Medicaid Redesign Initiatives, in the New York State Office of Mental Health's (OMH) Division of Adult Services. This position will report to Thomas Smith, MD, OMH Director of Operations, Behavioral Health Organizations, and will be located at the New York State Psychiatric Institute (an OMH facility in New York City). The individual hired will oversee current Behavioral Health Organization (BHO) contracts and participate in ongoing planning and oversight of integrated Medicaid managed behavioral healthcare in New York State.

DUTIES

Job Duties and Responsibilities:
Program Development and Management
1.Participate in development of BHO and other Medicaid Redesign Team (MRT) initiatives
2.Participate in orientation of provider community to MRT initiatives
3.Participate in vendors' provider orientation activities
4.Assist with management of vendors' operational requests/concerns
5.Participate in training and technical assistance for enrolled and prospective providers
6.Assist with management of provider operational requests/concerns

Working with Stakeholders
1.Participate in development of project advisory committee(s)
2.Meet with state staff and stakeholders, assist in preparation and maintenance of guidance documents, respond to written correspondence
3.Prepare agendas and presentations for stakeholder meetings
4.Participate in systems evaluation reviews with vendors/stakeholders

Program Evaluation
1.Monitor deliverables in vendors' scope of work for BHO and other MRT projects
2.Assist with review of vendor reports of adverse events and systems/provider issues
3.Participate in review and approval of report formats for reporting and task deliverables
4.Assist with review of monthly and quarterly vendor reports
5.Participate in roll-out of profiling reports to providers and public
6.Participate in audits of vendor quality assurance activities
7.Participate in systems evaluation reviews with vendors/stakeholders

QUALIFICATIONS

Minimum Requirements/Preferred skills:
1.Master's degree in public health, social work, public administration, or other field closely related to public health care;
2.Strong analytical, written and verbal communication skills;
3.Ability to think creatively and strategically;
4.Capable of working both independently and as a member of a team;
5.Proficient in the use of standard office technology and Microsoft applications; and
6.A bachelor's degree and five years of professional experience in the appropriate field; or a master's degree and four years of such experience; or a doctorate in the appropriate field and two years of such experience. Appropriate fields include Psychology, Sociology, Social Work, Public Health, Epidemiology, or a related field. Examples include health care programs that: reimburse for health care services; provide health care services directly; provide health care regulatory oversight; perform quality assurance and interpretation/application of standards of health care; manage health care utilization, or conduct health care coordination activities.
