The Program Manager I conducts qualitative and quantitative program evaluation and measurement for Department of Health & Human Services programs. Duties include the following:
- Provides professional level support in the development and implementation of meaningful program evaluations and performance measures (such as those found in annual plans, annual reports, annual budget documents, vendor contracts, and monthly outputs reports). Researches and analyzes results as well as other data to identify problems and also emerging needs for health and human services. Supervises the work of interns and students assigned to program evaluation work.
- Assists with planning, coordinating, and implementing Quality Service Review
(QSR), a Departmental evaluation protocol, including but not limited to: providing orientation and technical assistance to staff on requirements for QSR participation; handling logistical preparations for meetings and interviews related to the evaluation; data processing and analyzing results of QSR to help determine themes; and creating reports
ssists with developing protocols and tools to support program performance measurement for determining progress towards internal operational goals; c
oordinates data collection for cross-cutting Departmental headline measures; updates Departmental
performance plans and results for CountyStat and similar stakeholders; and prepares compilations and analyses of data, including monthly trends reports, in required formats.
- Supports (e.g., through research, writing and facilitating) departmental committees and task forces, as assigned; uses software tools to maintain and/or revise assigned Web pages; and assists with the Department's analysis of County Planning Board and State Clearinghouse documents.

Considerable (3 years) of professional experience in quantitative and qualitative program evaluation and measurements.
Graduation from an accredited college or university with a Bachelor's Degree.

M.A. in Health, Human Services or related field with considerable studies in program evaluation
Demonstrated experience developing or implementing programmatic evaluation, review or assessment protocols involving quantitative or qualitative data collection.
Demonstrated experience researching, analyzing and reporting on health or social services issues, program results or related complex data. Awareness of and sensitivity to diverse populations.
Demonstrated experience developing or using performance measures to manage programs or make recommendations for program performance improvements.
Demonstrated experience with organizational planning such as preparation of performance plans, strategic plans, trend analyses, or results-based budgets.
Demonstrated experience in preparing written communication and delivering oral presentations to communicate complex data to key internal and external stakeholders.
