This position is located in the Office of Personnel Management (OPM), Human Resources Solutions (HRS), Federal Staffing Group (FSG), Automated Systems Management Branch (ASMB). The incumbent serves as ASMB Branch Manager and the Program Manager for USA Staffing, OPM's Talent Acquisition System that is used by many Federal agencies to automate the hiring process. The incumbent leads the planning, direction, coordination, management, and evaluation of Government-wide automated systems provided by OPM and managed by ASMB. The incumbent ensures the USA Staffing program maintains alignment with OPM's strategic goal to help agencies recruit and hire the most talented and diverse Federal workforce possible to serve the American people.

Applicant must have or be able to obtain Federal Acquisition Certificate within a reasonable period of time.

Relevant experience (see Qualifications below)

Serve as the Program Manager for USA Staffing with overall responsibility for the health of the program.

Set the vision for the USA Staffing program in collaboration with the USA Staffing Customer Advisory Board.

Oversee a team of supervisors and project managers responsible for a portfolio of complex information technology projects in support of USA Staffing.

Evaluate the effectiveness of USA Staffing in meeting customer needs through program reviews, program metrics and trends, customer satisfaction surveys, and site visits.

Manage Federal employees and individual contractors responsible for user support, product development and account management functions.

Lead capital asset planning and financial management efforts in compliance with Office of Management and Budget standards.

Use awareness of innovations in human resources applications and technology to shape the long-term vision for the USA Staffing program.

Promote reimbursable human resources products and services.

Establish positive client relationships.

Monitor revenue and expenses to ensure program sustainability.

One year of experience equivalent to the GS-14 grade level leading Information Technology projects/programs to support Federal, State, or Local Government Human Resource Functions and demonstrating Knowledge of Policies, Practices, and Procedures Needed to Manage Reimbursable (Fee-for-Service) Business Activities.

Selective Placement Factor:
In accordance with OMB Circular A-11, Part 7, exhibit 300, applicant must have at least 4 years of senior level program or project management experience leading Information Technology and/or Human Resources projects or programs, including developing project schedules, tracking key milestones, evaluating project performance, developing and managing project budgets, building and presenting business cases, reporting program results, strategic planning, and communicating with internal and external stakeholders at the management/executive levels.

Applicants invited to the Assessment Center must be available to attend a one-day Assessment Center in Washington, DC during that time frame. Applicants will be responsible for their travel costs to attend the Assessment Center.
