Job Title: Program Manager

Location: Washington, DC

Type: Full-Time Position

Compensation: $100,000 - $130,000 annual salary + bonus(es); Full benefits offered

Position Overview:

SDSE has an opening for a Program Manager to work on site at their office location with a civilian government agency located in Washington, DC. This position is essential to managing the day-to-day operations, projects, finances, and strategic goals of the program(s). Additional responsibilities include business process improvement and business development duties. This position reports to the Vice President of Federal Operations.

Responsibilities and Essential Functions:
  • Responsible for managing and implementing the overall contract requirements
  • Responsible for the day-to-day management, administration, and delivery success of the assigned program(s)
  • Develop strategic and tactical planning for client satisfaction and delivery excellence
  • Work with the Section Vice President (VP) and Division Business Development (BD) team to protect and grow existing business as well as qualify and bid new business opportunities within assigned agencies
  • Drive, alongside the Business Development organization, the identification, capture, and implementation of business opportunities
  • Build, develop, and grow business through established project relationships
  • Provide support and guidance to ensure growth in revenue within your practice based on a set revenue goal
  • Oversee all program operations and the day-to-day activities of staff
  • Supervise, direct, and coordinate the activities and schedules of supervisors/team leads, analyst staff, and other contract staff
  • Track items that effect program/project budget, performance, and quality of service; complete in-depth analysis of these and related items; implement and manage necessary changes for improvement
  • Foster a work environment that respects individuals, promotes teamwork and cooperation, and encourages innovation
  • Responsible for developing, documenting, and maintaining work processes and rules, assist in developing quality and productions goals for the staff, monitor staff performance, and perform case processing activities similar to that required of the analysts
  • Work with and coordinate the contractor staff’s activities with government officials and work harmoniously with other contractors as required
  • Direct recruitment and hiring as necessary to maintain staffing level, and to meet long-term needs and surge requirements
  • Ensure human resource needs are being met across the program area and ensure the professional development of personnel
  • Supervise and approve the preparation and submission of business planning information including budgets (revenue, costs, and profit and spend projections), cost estimates, salary plans, etc.
  • Responsible for overall execution of business area programs and projects: achieving department Revenue and EBIT goals and program cost, schedule, and technical milestones
  • Conduct monthly project reviews of projects against plans (direct labor, revenue, profit, discretionary spending, AR, etc.) in conjunction with the executive leadership team
  • Review and understand contract documentation to include SOW/SOO/PWS and terms and conditions and monitor contract performance in accordance with approved documents
  • Monitor AR and AP to ensure timely collections and payments to vendors, subcontractors and consultants
  • Supervise the preparation of, approve the submission of all status reports (internal), and ensure external reports are prepared and submitted
  • Other related duties as assigned

Required Experience and Skills:
  • Bachelor’s Degree in a related business or technical discipline required
  • Additional education and/or credentials, such as a Master's Degree or the Project Management Professional (PMP) certification, are highly preferred
  • Must have at least 9 years of experience managing projects/programs within the federal government
  • Must have a solid understanding and proven experience growing/developing new business within the federal sector
  • Possesses excellent verbal and written communication skills
  • Displays concern for managing a balance between profitability and quality of service
  • Must be able to pass a background check
