PRIMARY PURPOSE OF THE POSITION
Working under general direction, the program manager will be responsible for a program of work consisting of multiple interrelated projects designed to execute on a business vision or strategy. This position must effectively partner with stakeholders and senior management to ensure the strategic goals and objectives of the program are met and deliver the desired business value.
Timely and appropriate generation, collection, distribution, storage, retrieval, and ultimate disposition of accurate program information to all stakeholders (senior management, sponsors, stakeholders, and program team) are crucial for the program manager. Working with all stakeholders, they must determine the communication needs of each and make sure information is provided in a timely manner. Performance must be collected, measured, forecasted, and reported at agreed upon times.
Actively communicates on a regular basis to stakeholders, senior managers, and the program team. Effectively manages expectations and clearly, concisely, and consistently communicates the strategy, goals, and objectives of the program. Facilitates program status meetings with the project managers and provides status to the sponsor group on an agreed upon frequency. Generates sponsor meeting decks using the standard template and composes and distributes a monthly program newsletter using the standard format.
The program manager must identify each of the program stakeholders and determine how the program will impact each stakeholder or how each stakeholder can impact the program. This information is used to determine the most effective communication strategy to engage stakeholders, manage their expectations, and manage their acceptance of the program goals and objectives. Impacts that reach across other organizations and programs must be identified, communicated, and managed.
Maintaining a broad view of the program objectives and the organizational culture and processes, develops a stakeholder management plan to keep them engaged and to effectively manage their expectations. Must have extensive experience in managing people of different management levels, skill levels, and cultural backgrounds. Manages and mentors program staff, providing direction, scope, and budget constraints to the project managers and timely and periodic feedback regarding their performance.
The program manager must define the governance goals, structure, roles, and responsibilities for the program. This includes:
Plan for Audits – ensuring proper documentation and controls are in place.
Identify Program Quality – ensuring compliance
Component Management – decision making processes for initiation and change
Governance Oversight – define process to be applied throughout program
Manage Program Benefits – ensure consist delivery of benefits throughout program lifecycle
Monitor and Control Program Change Management
Component Transition – knowledge, responsibilities from program to ongoing support
Through structured governance, leverages the PMO tool library and standards to efficiently ensure best practices when planning, scheduling, executing, monitoring, and controlling projects within the program to achieve strategic goals and objectives. Ensures consistency in execution and organization of projects within the program by the project managers and their teams. Provides the framework for managing related projects considering key factors such as strategic benefits, coordinated planning, complex interdependencies, deliverable integration, constraints, and optimized pacing. Implements program metrics for reporting health checks on the program and its projects, including surveys and lessons learned.
In conjunction with the business sponsors and stakeholders, develops the program strategy consisting of multiple, concurrent projects with multiple deliverables and components. Proactively works with the sponsor group to identify, approve, and prioritize all projects and deliverables throughout the lifecycle of the program. This includes:

Develop and Manage Program Architecture
Develop Program Work Breakdown Structure (for components, deliverables, and activities)
The program manager will develop the program schedule consisting of the components, the order in which they must be executed, the amount of time required for each, and the major program level milestones. The program manager is responsible for monitoring and controlling the program schedule to ensure on time delivery and communication of risk and impact on potential delays before they occur.
All risks to the program must be proactively identified and monitored, with risk management strategy plans defined and implemented for each risk. Environmental, program, project, and operational level risks must be evaluated through the lifecycle of the program.
Communicates potential impact of risks and their management action(s) to stakeholders, escalating to senior management for resolution when necessary. Oversees and provides direction to project managers, ensuring their risk management plans are aligned with the program’s strategic goals and objectives and with the other projects in the program.
The planning, executing, and management of procuring what is needed for the program is required. It is crucial that all required purchases and acquisitions be identified, appropriate costs identified, and funding approved. Risk analysis must be done for vendor selection and during contract negotiations, as well as throughout the program.
The program manager is responsible for estimation, approval, and management of the program budget. They must pinpoint the funds available for each of the deliverables, present them to sponsors for approval, and monitor and manage those funds against the program plan. Any unexpected budget impacts during the program must be identified, managed, and communicated to sponsors for approval. The program manager will report budget status to the sponsors throughout the program, as well as close it out at the end of the program’s lifecycle.

Extensive knowledge of PMBOK
Experience managing a team of 2-4 project managers/project leads and large matrix teams
Outstanding client relationship management skills
Strong negotiation and influencing skills
Excellent verbal and written communication skills
Experience managing budgets exceeding $1M
Ability to translate technical concepts into non-technical terms
Ability to work well with people with varying technical, business, and cultural backgrounds
Comfortable working with executive management
Must be able to meet, communicate, and manage people of varying management and skill levels
Ability to manage multiple medium to complex product development projects
Demonstrated successful mastery of major components of the Systems Lifecycle Development methodology in the context of major systems implementations
Prior experience executing project discovery and investigation, including development of a Cost-Benefit Analysis for a project of a large size
Demonstrated high level of analytical and problem solving skills
Extensive experience with process reengineering
Excellent written and verbal communication skills
