The Program Planning Specialist applies expertise to directly contribute to the development of new concepts and techniques in the field. Exercises considerable latitude in determining objectives and approaches to assignments.
Essential Job Functions (Including % of Time for Each):
70% - Develop and maintain program schedules in support of a Development Program utilizing Microsoft Project. Work with the Program Manager for the administration and contract performance of the program. Provide Program Management with Engineering and Manufacturing activities which includes defining and controlling program scope and managing overall schedules. Interface with Integrated Product Team (IPT) Leads, Program Managers and Center of Excellence (COE) Managers. Responsible for tracking progress against established schedules. Directly involved in meeting established schedules and in resolving complex technical or operational issues working with Program Directors/Managers.
20% - Interface with other Master Schedulers in support of the Integrated Production Master Schedule and resolve conflicts with other programs when resource/facility resources are exceeded. Run Schedule Risk Assessment's as required and work with the Earned Value Management team making sure the schedule meets the requirements of EVMS (Cost/Schedule)
10% - Work with the Program Manager in the preparation and presentation of program reviews to upper management and the customer. Work with Engineering to ensure that the Bill of Material is accurate and updated.
A Bachelor's degree in an appropriate discipline and ten (10) years of directly related experience, or an equivalent combination of education and experience.
Knowledge of Microsoft Project and a Risk Mitigation tool. Excellent written and verbal skills. Ability to assist the Program Manager and team to transition from a development program to a production program.
Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship).
