Performs advanced consultative and technical work in regard to performance and oversight activities required in the implementation of IDEA, Part C. Work involves coordinating with ECI program staff to determine program requirements and providing consultative and technical services to local contractors in areas of program compliance and performance, integrating financial and program data in oversight activities. May assist in training and planning the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned and required to meet the mission and goals of the department.
Essential Job Functions:
Assists division management as the performance manager for assigned contracted programs with the goals of ensuring appropriate program performance and oversight. Participates in program planning and the development and execution of performance management policies and procedures, program risk assessments, monitoring tools and the annual monitoring plan. Participates in performance monitoring, both onsite and by desk review. Ensures assignments are completed according to division procedures for assigned programs within timelines. Manages projects effectively by planning timelines, assigning duties and tracking progress on required tasks of the performance management team. (30%)
Reviews, analyzes and tracks data on program and fiscal performance on an ongoing basis. Recommends appropriate corrective actions. Coordinates review and analysis with other division and agency staff to resolve programmatic and fiscal issues. Ensures appropriate negotiations regarding individual programs' annual budgets. Participates in division projects and on ECI committees and task forces, as assigned. Provides input to division management and other section staff regarding performance issues. Leads and/or participates in division projects, as assigned and within acceptable timeframes. (20%)
Facilitates development of program improvement plans, monitors programs' compliance with requirements, and writes clear and concise monitoring reports with attention to detail. Tracks the performance of all ECI programs for compliance with ECI policies, procedures and outcome attainment. Communicates with other division staff regarding policy clarification, training and technical assistance needs of all programs. (20%)
Works effectively with team members to meet required deadlines and communicates with director and team lead by informing, updating and consulting when needed. Serves as a liaison between ECI programs and the ECI State Office. Represents the ECI State Office to outside individuals and entities by communicating agency goals and objectives clearly and concisely. Handles phone calls from providers and parents. Represents the agency in a professional manner by being well-informed and dependable and exercising discretion. (15%)
Researches and resolves problems and provides guidance to local ECI program staff in the areas of performance and compliance. Assists the performance management team in collaborating with other areas of the division to provide information or assistance as needed. (15%)
