You will be subject to a background/suitability investigation. DUTIES:

This position involves a multi-grade career ladder . The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, the incumbent performs assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

The position is located at the Consolidated Patient Account Center (CPAC) in Bath, NY. The Program Support Assistant (Facility Revenue Technician) is responsible for the validation and audit of potential third party reimbursable insurance claims. Duties include, but may not be limited to:

Review first party receivables ensuring applicable co-pays for fee care, and other non-automated co-payment activities.

Serve as liaison for Medical Center responsible for coordination activities and insuring ongoing communications.

Perform program support work such as collection, compilation, and/or tracking of data and program information in support of revenue.

Prepare, execute, and/or track revenue program specific information, organize and retrieve computerized data, evaluate and perform a detailed analysis of data received from various sources and generate reports on a variety of date.

Enter pertinent information into an automated tracking system.

Maintain accurate program specific data for maximum reimbursement.

Provide answers to customer service inquires regarding accounts receivable, means and copayment testing, and health insurance related issues.

Provide patient education and assistance concerning the Medical Care Cost Fund (MCCF) program in order to help patients and their families understand their financial responsibilities.

Work Schedule : Monday through Friday 8:00am - 4:30pm

GS-06 EXPERIENCE: Applicants must possess One (1) year of SPECIALIZED experience equivalent to at least next lower grade level, GS-05 in the Federal service that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to this Program Support Assistant (Facility Revenue Technician) position to be filled. SPECIALIZED experience includes: planning and organizing work in performing healthcare support functions and operations, including first-party accounts management, healthcare billing, patient access and compliance, insurance and financial reporting in support of revenue; collecting, compiling, and tracking data and program information in support of revenue and for preparing reports; identifying clinical services and understanding medical terminology and coding requirements to assure that information is accurate and complete for billing purposes; using various computer software and database programs; and demonstrating excellent oral and written communication skills. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, salary/grade level, and the number of hours a week spent in such employment).

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge of the inter-relationship of healthcare support functions and operations.

2. Ability to gather, compile and analyze data for various aspects of assigned program and project areas.

3. Knowledge of medical terminology.

4. Ability to communicate effectively with a variety of people of varying backgrounds.

PHYSICAL REQUIREMENTS: The work is primarily sedentary although some slight physical effort may be required.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.
