This position is located in the Bureau of Overseas Building Operations (OBO), Operations Directorate (OPS), Office of Area Management (AM). AM is responsible for thr daily management of United States Government (USG)-owned, long-term, and short-term leased real property (office, residential, and special purpose) at over 250 overseas posts, and is the focal point between posts, the Department, and other USG agencies regarding all aspects of each post's real property management needs, problems, project proposals, etc.

KEY REQUIREMENTS

U.S. Citizenship is required.

Must be able to obtain and maintain a Top Secret Clearance.

Relocation expenses will NOT be paid.

Incumbent will be subject to random drug testing.

Overseas travel may be required.

Provides administrative and clerical support to AM Division Chiefs and Area Management Officers in support of the major programs assigned to AM.

Under the direction of the Office Director, collects and reviews incoming correspondence and cables and forwards them, with any necessary supplemental information to appropriate staff members for action; and reviews outgoing correspondence, as required, for compliance with OBO and DOS office policies and procedures

Collects, compiles, and/or tracks data and statistical information in support of program operations; receives and processes documents and reports in accordance with established procedures; and reviews documents and reports for completeness and enters pertinent data into an automated tracking system.

Types and edits letters, memorandums, cables, reports, and other materials as directed, using office autmation software and equipment, and drafts some correspondence under appropiate supervision.

Prepares travel requests, makes travel arrangements, and completes travel claims for Office Director.

Applicants applying for the GS-07 grade level must have at least 1 full year of specific specialized experience equivalent to the GS-06 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

***Experience in gathering and collecting data or information on selected topics and/or concepts following routine search procedures; researches various resources, e.g., publications, database libraries, etc., to extract, summarize, and compile information as required.

***Experience in preparing studies, reports, and plans; collects, organizes and incorporates data for a wide variety od documents, including Program and Project Reviews (PPRs), briefing, and trip reports..

***Experience in preparing travel requests and vouchers when requested, and assists staff members in planning post visits, making travel arrangements, and completing travel claims.

Education Substitution:
As a general rule, education is not creditable at this level

for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Knowledge of the mission, functions and programs initiatives of the Department of State, with focus on the authorized delegated to the Office of Area Management and their relationship to the functions performed by the OBO organizations.

Knowledge of the Department's travel regulations and processes, from trip planning to the proper execution of travel vouchers upon completion of travel.

Skilled in utilizing software application to compose, edit and complete corresponence and reports.

Ability to communicate in writing.

Ability to communicate orally.

The Overseas Building Operations (OBO) has a program that allows for Personal Service Contract (PSC) employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of the GS-15/Step 10 salary equivalent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible. Employees who are covered under another federal health insurance coverage are not eligible for reimbursement. Former Military Service and Federal employees Annual Leave Accrual Rates: PSC employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 and/or SF-50 for consideration for higher annual leave accrual rates. Annual leave is provided for vacations and other personal use.
