TASC Infrastructure Protection & Security Business Unit (IPSBU) is seeking a qualified Program Manager for support to Scientific and Engineering Technical Assistance (SETA) support contract with the Department of Homeland Security (DHS) Office of Health Affairs for the BioWatch Systems Program. Qualified candidates will work with government leads on strategic initiatives for surveillance architecture and the systems for providing biological early detection, notification to the public health community and other appropriate officials and coordination of initial response. Lead multidiscipline team on variety of current and emerging biosurveillance applications. Directly support the Biowatch government leads in concept, planning, and development of support to biological surveillance as well as emerging state, federal and military command authorities. Manage allocation of people, resources and support to meet the varying customer requirements and lead definition of technical approach development and quality. Candidate will integrate individual projects into a cohesive overall program. Candidates will identify technology/program shortfalls or opportunities for accelerated progress. Provide systems engineering support to the development of solutions, and lead cohesive team providing customer impactful and high-quality products typically in the form of finished written documents.

Required Skills

The position requires a technical degree in science or engineering from an accredited university; an advanced degree is required. Project Management Professional (PMP) certification or equivalent is preferred. Twenty years of relevant experience. Experience in a programmatic SETA or A&AS role desired; Ability to work with senior Government and Industry leaders using strong collaborative and communication skills. Must have a very high degree of attention to detail. Must have excellent interpersonal, communication, and supervisory skills as team lead. Must have skill in using personal computer and all Microsoft Office programs, Word, Excel, PowerPoint, Access, Outlook, and Project. Experience in DoD/DHS planning and programming processes as military, civilian or contractor is required. Familiarity with the DAU Program Managers Tool Kit a plus. Good knowledge of DHS acquisition processes using the recently-published Solution Development Process (SDP) or its predecessor Acquisition Management Directive 102-01-01 will be a plus. Familiarity with BioWatch Systems program is preferred. The job requires some travel. Secret Clearance required; DHS suitability desired.
