Reporting to the Manager-Testing and Infrastructure, Benefits Information Systems in the HR Benefits Programs & Strategy unit, this position is responsible for providing systems analysis during the life cycle of the development and maintenance of applications that fulfill the unit's charge to develop employee self-service tools and other applications that support the efforts of human resources administrators. The life cycle generally includes analysis of user needs, requirements writing, testing, implementation, and maintenance. The primary focus of this position is quality assurance and analysis.

Job Duties

  • Testing 50%
Under direct supervision, develop test scenarios by assessing possible systems outcomes, including development and regression tests. This may include querying and retrieving data from payroll and UCRS systems to develop test cases and developing test plans to determine risks and impacts. Perform the tests and document findings so that the developer can make necessary coding changes.

  • Application Development 30%
Under direct supervision, perform analysis by reviewing possible systems solutions that may be web or client-server based. Interact and communicate with users to thoroughly understand requests. Write business requirements outlining the technical needs and procedural rules so that the developer can code the new application or enhancement accordingly.

As development begins, interact with developers to determine if actual navigation is efficient, and application appears to meet the required needs. Negotiate changes with the users and modify requirements as necessary.

  • Maintenance 20%
Provide on-going administrative support for the department's 50+ administrative applications and processes that sustain the retirement administration and human resource & benefits processes via the FileNet Imaging, Cognos Datawarehouse, and other HR-specific application and utilities.

Provide maintenance support of system-wide, secured user access to HR applications by managing user accounts and performing regularly scheduled account review to conform with UC policy and State and Federal laws protecting the privacy and confidentiality of data.

Job Requirements
Education or experience equivalent to a Bachelors degree in computer science or a related field that includes writing technical requirements and working collaboratively with applications developers to develop, test and implement applications in Java, Edify or Visual Basic or an equivalent combination of education and experience.

General knowledge of business process analysis and development of possible systems solutions such as work flow tools or web applications.

Excellent interpersonal skills as demonstrated by the ability to relate to a wide array of people and develop contacts to improve job performance.

Excellent oral communication skills that demonstrate a professional demeanor, the ability to effectively convey and explain information, and tactfully deal with diverse people, situations and ideas.

Familiarity with relational database and client-server concepts as demonstrated by the ability to understand table structures and create ad hoc queries.

Demonstrated ability to develop creative solutions to problems, and tackle issues in a self-motivated manner in line with the direction of the project team and the organization.

Proficiency in word processing, spreadsheets, project management, and graphic programs as demonstrated by the ability to prepare clear requirements, user guides, and documentation, as well as statistical reports and flowcharts, project schedules, and presentation materials.


Professional experience with retirement and benefits business processes.
