Has complete understanding and application of programming principles, theories, concepts, and industry practices and standards to write, test, and maintain code that solves client requirements. Independently researches and learns new technology relevant to our business, can explain the advantages and disadvantages of using a new technology over an existing one, and can train others to use it. Works with managers, domain experts, and clients to analyze, define, and document requirements for software systems to be developed. Works under minimal supervision and mentors and reviews the work of other programmers and analysts to improve quality and maintainability of code; work is reviewed on completion for adequacy in meeting objectives.

Independently determines and develops approach to solutions. Represents the group and organization in providing solutions to difficult technical issues. Works with and helps mentor a group of programmers. Helps develop and implement standards, design patterns, and best practices.

Contributes to improving and helps others follow our standard development processes. Can help others learn to estimate their hours to convert an assigned requirement or specification into working computer code. Designs and helps others build screen layouts, graphical user interfaces, reports, and interfaces with other system to client specifications. Designs and helps others code and execute tests to locate errors and to verify that software meets specifications .

Complete knowledge of our standard third-party controls, SDKs, and APIs and how to integrate them into our programs. Experience with Microsoft development and deployment technology (C#, .NET Framework, Visual Studio, desktop and server operating systems, IIS). Extensive knowledge and experience with GIS development and server technology. Troubleshoot and provide workarounds for problems in third-party software systems.

Update, repair, modify, and expand existing programs developed within the group. Contributes to improving and helping others learn our standard data access pattern and technology. Knowledge of creating database tables, views, stored procedures for one or more database platforms. Knowledge of database and object design standards and ability to improve the design of legacy systems.
