Provide financial management support to the Institute for Public Research (IPR), including tracking, reporting, scheduling, budgeting, and resource planning for research and analysis projects of varying contract type and complexity.
Act as internal project control resource to implement consistent project management processes in multiple divisions for Project Managers, contracts personnel, and other senior systems and accounting personnel.
Establish, monitor, control, and report progress of projects by maintaining cost/schedule baselines, developing work breakdown structures and related management tools, creating detailed schedules, preparing charts, tables, graphs and diagrams to analyze problems.
Develop and maintain Estimates at Completion (EACs); prepare projects for Earned
Communicate directly with internal Project Managers on the status of their project portfolio(s), including identifying, documenting, and resolving project issues and reporting issues and risks to management.
Implement planning, startup execution, review, control, and closeout processes, and participate in process improvement activities.
Generate periodic financial reports for projects, including the project status report (PSR), labor summary, the EAC at least every accounting period (more often if the project requires) and others.
Enter actual cost data from the financial reports into the Estimate at Completion (EAC) spreadsheet, including labor hours, total costs, revenue, subcontract expenses, and other direct costs.

Education: Bachelor's degree in accounting, business, finance, management or related field is required.
Experience: Must have a minimum of 5 years of related experience, including at least 3 years managing resources, cost, schedule and scope of government contract projects. Must have a good understanding of Generally Accepted Accounting Principles (GAAP), risk management, and cash flow, and the ability to schedule critical path and related analyses.
Skills: Must have excellent written and verbal communication skills and interpersonal skills. Corporate financial reporting and report comprehension; ability to query basic project accounting software systems. Requires knowledge of cost analysis, project management and financial software (Deltek Costpoint experience is
required), and Microsoft Office applications including MS Word, PowerPoint, and Access. Solid intermediate level Excel experience is required. Hands-on experience with MS Project 2002, 2003, or 2007 is preferred.
Other: Ability to obtain and maintain a secret level security clearance.
