Chevron Project Resources Company (PRC) is currently searching for a Project Controls Consultant to be a member of the Cost Engineering Center of Expertisce (CE COE) Project Controls Team reporting to the Project Controls Manager. The Project Controls Consultant works as a member of the CE COE to support / accomplish the following: assists MCPs with the assessment and implementation of project cost control platforms; works with MCPs to help them develop, implement, and manage their Project Control Plans; maintains the Project Controls section of the PEP template; develops, implements, and sustains CE COE Project Controls processes, assurance, practices, and standards; maintains the Project Controls section of the contract starter kits; participates in Peer Reviews, Peer Assists, Estimate Assurance activities, and Risk Assessments; may lead estimate assurance, benchmarking, and lookback activities in the CE COE; deliver Project Controls consulting and assurance services on projects of all complexity; lead and govern development and implementation of project controls standards, processes, tools, training content, etc., ensuring they meet CoE and business needs; identify, steward, and implement Intellectual Property; train and coach less experienced personnel in Project Controls; may supervise or be accountable for other’s work; may be sought out to support asset level and business planning efforts.
Responsibilities for this position may include but are not limited to:
Assist Major Capital Projects (MCPs) with the assessment and implementation of project cost control platforms.
Works with MCPs to help them develop, implement, and manage their Project Control Plans.
Maintains the Project Controls section of the Project Execution Plan (PE) template.
Develops, implements, and sustains Cost Estimators Center of Excellence Project Controls processes, assurance, practices, and standards.
Maintains the Project Controls section of the contract starter kits; participates in Peer Reviews, Peer Assists, Estimate Assurance activities, and Risk Assessments.
Deliver Project Controls consulting and assurance services on projects of all complexity.
Lead and govern development and implantation of project controls standards, processes, tools, training content, etc. and ensure they meet COE and business needs.
Identify, steward, and implement Intellectual Property.
Train and coack less experience personnel in Project Controls.
May supervise or be accountable for others work.
May be sought out to support asset level and business planning efforts.

Bachelors degree in Engineering, Construction Management, Finance, or related business discipline.
Ten (10) years experience in project controls for upstream and/or downstream oil and gas projects.
Willingness and ability to travel as needed.
Extensively experienced and highly skilled in one or more of the following areas: business planning processes, probabilistic analysis, statistics, and economics.
Designing and implementing project controls systems.
Developing cost engineering reporting methods.
Providing support in the preparation and maintainance of the integrated Project resourcing plan (staffing and funding).
Assisting in contract formulation and administration.
Developing, maintaining and performing analysis of project performance through earned value methods.
Deep and broad knowledge and experience with project business activities including: Finance Systems (SAP/JDE), Business Planning processes and Invoicing (processing, record keeping, auditing).
Highly experienced and knowledgable with formal project management systems, including the principles and associated processes, practices, or tools.
Deep and broad knowledge of industry and professional cost engineering trends and best practices.
Extensive large ( >$100 million) upstream oil and gas project experience.
Extensive experience in leading problem resolution, process improvement, change opportunities, etc. in multiple Cost Engineering areas across multiple functional groups, disciplines, countries, projects, portfolio of projects and/or the enterprise.
Demonstrated history of considering problems, process improvements, changes, etc. with an enterprise mindset.
Demonstrated experience with strategies to mitigate resistance to changes
Demonstrated history of motivating others to take action supporting problem resolution, process improvement, or change,
