MARYLAND TRANSIT ADMINISTRATION RECRUITMENT ANNOUNCEMENT
New Starts Project
This position serves at the pleasure of the Appointing Authority.

POSITION LOCATION : Baltimore, MD
RESPONSIBILITIES: The Project Director will provide executive management of a new start light rail project. This includes the direction of all work completed by Program Management Consultants and General Engineering Consultants for all activities related to rail project development and construction. This includes but is not limited to the following: contract management, both A/E and construction; implementation of quality assurance/quality control and change control procedures; NEPA document preparation and environmental permitting for large project; preliminary engineering and final design; rail transit design criteria; cost estimating; value engineering; transit operations planning; right of way acquisition; construction management; safety and security certification; systems testing, commissioning and revenue service start-up; ensure schedule and budget adherence; analyze risk factors and implement mitigations; ensure communication with internal and external stakeholders; develop agreements with government entities, utilities, railroads, etc.; develop procurement approaches for construction; and ensure compliance with standards and procedures for federally-funded New Starts projects.
PREFERRED QUALIFICATIONS :
EDUCATION: Licensed Professional Engineer.
EXPERIENCE: Ten (10) years of senior-level experience managing design and/or construction of large, complex public transit projects, at least some of which has included tunnel construction.
IDEAL CANDIDATE WILL POSSESS:
LICENSES, REGISTRATIONS AND CERTIFICATES:
- Government processes and operations
- FTA New Starts project development process, including role of Project Management Oversight Consultants
- Best practices in sustainability and construction impact mitigation
- Proficiency in computer software, including office systems, document management, and scheduling
- Excellent oral and written communications skills
Employees in this classification will be assigned duties that require the operation of a motor vehicle. Employee must possess a Class C motor vehicle operator’s license valid in the State of Maryland.
