The Open Society Public Health Program (PHP) seeks a full-time project director in its New York office to direct a portfolio of work on advocating for palliative care internationally.

The Public Health Program advances a human rights approach to health, with an emphasis on social inclusion, transparency, accountability, and participation. We work to make justice systems more responsive to health, to challenge the health establishment to advance human rights, to shift power dynamics in health-related decision-making, and to influence the funding environment for health and rights.

Purpose of Position
Provide strategic, project, and personnel management of PHP’s palliative care advocacy portfolio, and represent the portfolio internally and externally.

Essential Duties & Responsibilities
The Open Society Foundations may add, change, or remove essential and other duties at any time.

Strategic Management
  • Oversee the development and implementation of a plan to advocate for palliative care internationally, working with staff to sustain existing palliative care advocacy activities, and develop new advocacy initiatives that further the PHP’s strategic goals;
  • Liaise with experts in the palliative care field to identify opportunities to advance the field and promote innovative concepts within the PHP’s strategic framework, and work with staff to maintain and seek advice from a small group of experts in palliative care, health, and human rights;
  • Identify and develop intersections between palliative care and other aspects of the PHP strategy, such as access to justice, applied budget work, and access to opiate substitution therapy for drug dependence;
  • Oversee the development of new partnerships and collaborations within PHP, the Open Society Foundations, and the broader donor community to advance the palliative care goals articulated in PHP’s 2014–2017 strategy;
  • Oversee the development of an annual work plan for palliative care advocacy;
  • Articulate concrete advocacy outcomes for international palliative care, devise and implement ways to assess results against these outcomes, and provide opportunities for continuous internal learning and reflection;
  • Oversee reviews of PHP’s palliative care portfolio for staff, PHP’s Global Health Advisory Committee, and senior Open Society leadership, and determine whether any formal evaluations of the work are needed;
  • Provide ongoing strategic advice to other PHP projects intersecting on issues of palliative care.
Project Management
  • Oversee the development and expenditure of an annual budget for palliative care advocacy;
  • Oversee eligibility assessments for all prospective grantees;
  • Review and provide project-level approval of grants and other program expenses;
  • Oversee operational efforts such as technical assistance (principally through consultants), convening, public communications, and advocacy in addition to grantmaking;
  • Work with staff to negotiate matched/co-funding of projects by other parts of PHP, Foundations programs, and national and regional foundations;
  • Oversee monitoring of grants and operational projects, and maintain regular contact with grantees, contractors, and other stakeholders;
  • Oversee and conduct regular site visits to assess grantee capacity, monitor project implementation, and identify any needed modifications to strategy or implementation;
  • Oversee the development and implementation of any necessary administrative processes to support project work, such as the annual budget review, expenditure tracking, funding procedures, activity database, electronic filing, contacts, etc.
Personnel Management
  • Supervise existing staff (currently one program officer and one administrative assistant);
  • Identify personnel needs on an ongoing basis, and recruit staff for any approved vacancies;
  • Conduct regular supervision meetings, staff meetings, and performance reviews;
  • Provide staff with ongoing strategic and operational advice and accompany them in the field as appropriate;
  • Work with staff to design and meet their professional development goals and to create opportunities for team-building and continuous learning;
  • Work with staff to support their counterparts at national and regional doundations in the Open Society Foundations network who are implementing the palliative care advocacy strategy locally.
Internal and External Representation
  • Represent the palliative care advocacy portfolio in all internal PHP and Open Society processes, such as directors’ meetings, board meetings, strategy discussions, Foundations-wide collaborations and working groups, requests from senior management and central departments, requests from other thematic and regional programs and foundations, and routine information requests;
  • Contribute along with other PHP directors and deputies to leading internal PHP-wide processes as requested or assigned;
  • Work closely with staff to develop and maintain relationships with national and regional foundations and thematic programs;
  • Participate in PHP and/or Foundations-wide learning initiatives;
  • Represent PHP’s palliative care advocacy portfolio outside PHP and the Open Society Foundations;
  • Communicate to diverse audiences about palliative care advocacy at staff and advisory committee meetings, conferences, through guest lectures, at PHP– and Open Society Foundations–sponsored events, through mainstream and social media, and by publishing articles about palliative care advocacy as time and strategy permits;
  • Identify and advocate directly to key palliative care stakeholders when the Open Society Foundations are uniquely positioned to do so;
  • Oversee work with grantees, partners, and PHP’s communications officer and Health Media Initiative to communicate to broader audiences about the impact of their work.
  • Travel as required (on average six trips per year);
  • Perform other duties as assigned.

Education / Experience
  • Advanced degree (MBA, MPH, PhD, MD, MSW, JD) and 10-plus years of relevant experience and/or training, or equivalent combination of education and experience;
  • At least 5–7 years of professional experience in the field of palliative care, health, and human rights;
  • At least 5 years of leadership and management experience;
  • Demonstrated experience and commitment to using strategic philanthropy to advocate for access to palliative care as a human right;
  • Experience in grantmaking and organizational and individual capacity building;
  • Significant experience with budgets and financial oversight;
  • Experience working in one or more of the following regions: East and Southern Africa, Central and Eastern Europe and the former Soviet Union; Southeast Asia.

Skills Required

  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects;

  • Demonstrated strategic, budgetary, technical, human resource, and financial management acumen;
  • Excellent written and verbal communication skills;
  • Proven ability to build and maintain relationships with a wide array of people with diverse backgrounds throughout a complex organization;
  • Team spirit, collegial and respectful working and decision-making style, and ability to listen and communicate clearly and effectively with people from diverse cultures and backgrounds;
  • Track record delivering superior results, commanding respect, and assuming a leadership role;
  • Professionally competent to make administrative and procedural decisions and judgments on sensitive, confidential issues;
  • Interpersonal skills necessary in order to interact effectively with staff, all levels of management in identifying and resolving complex issues, and dealing with sensitive problems and situations;
  • Polished professional with ability to represent a global organization with sophisticated international colleagues;
  • Strong interpersonal skills and demonstrated expertise in handling all personnel related issues and information in a confidential manner;
  • Strong organizational skills and attention to detail;
  • Working knowledge of a language(s) in addition to English desirable.
