The Zoning Manager (ZM) is responsible for facilitating the Site Development Process. This includes the daily management, supervision, coordination and successful completion of the Due Diligence, Entitlements, and Permitting phases of projects within an established real estate pipeline/portfolio. The ZM will be expected to bridge the gap between the Real Estate Managers (REMs) and Construction Managers (CMs). From project inception to the start of construction, the ZM will be responsible for assembling the resources and tools necessary to manage development applications and garner requisite approvals. During the Due Diligence Phase, the ZM acts as consultant to the REM and focuses primarily on the economic and engineering feasibility of the project. During the Entitlements Phase, the ZM is expected to forge the required relationships in the respective locales, assemble and lead the development team, and to formulate and execute on the winning entitlement strategy. Finally, during the Permitting and Licensing Phase, the ZM is accountable for identifying all mandatory permits and licenses in order to develop/build at the subject location, and to ensure that all permits are obtained prior to the commitment to construct.

Consult the REM regarding economic and engineering feasibility and determine approval probability. Coordinate items and tasks within the Due Diligence Phase. Ordinance reviews / Research and analysis of the findings. Generate Site Investigation Reports (SIRs) Review concept plans and provide feedback to the client Form and lead the development team and manage subcontracts. This includes the selection, qualifying, and approval of all sub consultants. Create, manage and drive entitlement schedules. Project milestone tracking / Assist client with pipeline management / Reporting Expedite to the greatest extent possible all agency reviews. Budgeting and containment of soft costs on behalf of the client. Attend Public hearings and municipal meetings when needed. Manage local counsel/Land Use Attorney when necessary Act as owners rep (if required and authorized by the client) Meet and negotiate with municipal officials Interface with Central Design and ensure prototypical design is proposed and implemented for brand consistency. Act as liaison between Real Estate and Construction Identify and obtain all entitlements/approvals/permits/licenses necessary for the project. This involves oversight of the entire development team, interaction with construction and operations, and management of permit expeditors. Hand-off / transition all entitlements and permits to the Construction team in an organized manner. Communicate conditions of approval to Real Estate and Construction. QC / Oversee systems and processes throughout the Site Development Process for project success. Establish and monitor administrative procedures for the project. These procedures are to conform to established policies and procedures of Lend Lease. Support and implement the companys Project Success Planning processes. Review and approve subcontractor, vendor payment applications and miscellaneous invoices. Prepare and issue monthly owner progress reports, schedules and cost reports. Ensure timely and accurate billings and accounts receivables. Provide organization, direction and training of subordinate project team members. Lead and participate in regularly scheduled project staff meetings. Develop and maintain business relationships with Owners, Architect/Engineers and subcontractors for marketing. Familiar with all Policies and Processes as they relate to this position. Actively participate on internal team(s) that focuses on continuous improvement of the business. In the absence of the Assistant Zoning Manager, the Zoning Manager I assumes all duties and responsibilities of the Assistant Zoning Manager.
