Gilbane Building Company, a nationally recognized Construction Management firm headquartered in Providence RI, has been awarded program and construction management services to oversee the Reconstruction, Rehabilitation, Elevation, and Mitigation Program (RREM) with the State of New Jersey. The duration of Gilbane’s contract is for a minimum of two years, but could last five years or longer. The program, funded thru the U.S. Department of Housing and Urban Development, will provide necessary assistance to an estimated 6,000 eligible New Jersey homeowners in their quest to return to their homes after the devastation of Superstorm Sandy in 2012.
The Gilbane team consists of long-time Gilbane professionals made up of Project Managers, Superintendents, Project Engineers, Inspectors and Estimators. At this time, we are searching for a limited number of individuals to supplement our impressive project staff. The ideal candidates will have Estimating and Inspecting capabilities and will: oversee homeowner applications and homebuilder qualification review; develop scope of services required to return homes to code; prepare cost estimates; and manage the bidding process, quality assurance/control, construction oversight, documentation preparation and compliance services.
Specific duties include
set up appointments with homeowners
assess the property damage caused by the storm--based on a visual inspection
prepare a preliminary estimate of the costs incurred by the damage (using a standard software package preloaded with many unit costs)
inspect for compliance of the home with HUD minimum Housing Quality Standards
coordinate testing activities of environmental consultants, who will be testing for lead and asbestos,
consult with local building officials to ensure compliance with building code
meet with the homeowners to explain the next step in renovating or rebuilding
Qualified candidates will have a solid knowledge of residential construction and specific experience in flood plain elevation as well as mechanical and electrical systems. Interpersonal skills are necessary in order to establish rapport with the homeowners. As Program Managers for the RREM Program, the Gilbane team is, first and foremost, dedicated to the homeowners who were severely affected by Superstorm Sandy.
