Responsibilities:
Work collaboratively with all teams designated by USPTO to identify the objectives of the project/task, provide a breakdown of responsibilities, deliverables, phases and timelines in order to complete the project and provide deliverables in a timely and effective manner
Create and maintain project and program level schedules
Provide guidance and documentation to the USPTO for all activities necessary to deliver a project design or technical recommendation including planning, architecture, design, proposed and current development projects, legacy migration, configuration management, build environments, testing, security, delivery and operations
Analyze and provide feedback on existing requirements
Develop and derive functional, non-functional and technical requirements that are buildable and testable
Support the creation of an overall Solutions Technical Architecture based on the existing business technical architecture, capability needs, technical and business requirements, and industry best practices.

Knowledge, Skills and Abilities Requirements:
Bachelor's Degree Required
5-7 years' working experience
Technical architecture, design and development of applications and data storage for complex systems
Hardware, network and other infrastructure technologies as identified
Cloud solutions including service, delivery and deployment models in commercial, private and public cloud environments
COTS and open source analysis and selection
Bridging the business aspects and the technical aspects of delivering complex systems including the ability to productively interact with resistant and/or ange adverse stakeholders

The Project Manager shall have general experience in technical architecture and design of large, complex systems and have general technical knowledge of project management in a Scrum environment with the following capabilities (not all):

Technical architecture, Distributed computing, including client-server, 3-tier (Java EE (J2EE) and Web-based Java Frameworks)
Java, JavaScript
Virtualized / cloud-based environments
Portal Concepts, Web 2.0 enhanced user interfaces, Mashups, Web Site
Navigation
SOA (Services-Oriented Technical architecture)
Unix/Linux, Windows
Apache/Tomcat/Webservers/JBoss
Automated systems performance, load, stress, data interface, code coverage, and security evaluation tools
Oracle DB, DAO, Stored Procedures, ORM
Service segmentation (data and business services), characterization, and definition
Web Services
XML Technologies
UML
JUnit and Eclipse
Configuration Management/Source Control/Build Automation

Desirables:
PMP Certification
BS Required, MBA/MPA preferred
