About the Scientific Resource Center: The Scientific Resource Center (SRC) for the Agency for Healthcare Research and Quality (AHRQ) Effective Health Care (EHC) Program is looking for a motivated, experienced, highly competent, and per|
sonable individual to play a vital role as Project Manager of a busy, large, high profile national scientific program. The SRC assists AHRQ in developing a research agenda for outcomes, comparative effectiveness reviews (CERs), and appropriateness of pharmaceuticals, devices, and health care services as well as providing methodological support to the 11 Evidence-based Practice Centers (EPCs) in North America. Activities include: program coordination, research topic selection and development, scientific, technical and methodologic support for systematic reviews and outcomes research, collaboration with partners and stakeholders, development of Effective Health Care Program tools, and support for and development of methods to advance comparative effectiveness research.
The Project Manager will work closely with the Director and Associate Director to ensure high quality, efficient, and effective work. The purpose of the Project Manager position is to facilitate efficient project operations, including program development and planning, internal/external communications, and fiscal and contract management of SRC projects totaling approximately $2+ million/per year. This position oversees the SRCs subcontract with its partner organization, the Lewin Group as well as others as they arise. The Project Manager will work closely with the SRC Director and Associate Director, and is responsible for day-to-day leadership, fiscal oversight, and administrative management.
The Project Manager shall supervise all activities across the SRC to maintain efficient and effective functioning across multiple concurrent tasks and projects with varying timeframes, and multiple deliverable schedules. This individual should have demonstrated experience in managing such projects, with a combination of flexibility while providing strong direction to manage dynamic and high-visibility projects. The SRC Project Manager will supervise and evaluate the work of research assistants and like roles and will work with a variety of scientific investigators. The Project Manager will coordinate or oversee coordination of learning network webinars as well as national conferences and workgroups.
SRC Program Planning and Development: The SRC Project Manager works closely with project leadership to design and implement strategic goals and objectives for the SRC; assesses the feasibility, capacity, and resources needed for the SRC to undertake new work assignments; and works with the SRC Management Team to determine whether contemplated new work assignments provide strategic advantage to the SRC, fit within the SRC's mission, and further the SRC's scientific goals.
Internal/External Communication: Develops high functioning Center communication that supports SRC goals and objectives, and successful collaborations. Serves as a central point of contact to organizations and individuals seeking to collaborate with the SRC; staff SRC tasks; and/or implement SRC methods, knowledge and outcomes; promotes the activities of the SRC to various professional communities and through a variety of media; oversees the content on the SRC website; serves as the central point of contact for the SRC to the SRC's primary funder, the federal Agency for Healthcare Research and Quality
(AHRQ), and is expected to be responsive to problems or issues identified by EPCs, DEcIDES, and AHRQ. Represents the SRC in national project meetings and conference calls.
Assists the SRC Director and Associate Director in the overall management of the SRC including hiring and supervision of project staff, coordination and cooperation among team members and with Federal Government staff, subcontractor staff, and policy officials; direction and oversight of all studies awarded under the SRC task order contract; maintaining efficient and effective functioning of multiple concurrent tasks and projects, and assuring quality and timeliness of work performed; provides funding agency with on-going status reports.
Develops SRC project budgets, oversees the SRC's operational budget and the budgets of sub-contractors; authorizes payment of invoices; collaborates with the department fiscal administrator, and the funding agency to assure budget and reporting compliance; develops and monitors spending plans that match the allotted project dollars; evaluates and negotiates resources involving budgets.
Contract Management: Determines scope of work for subcontracts and ensures timely receipt of deliverables; identifies problems or challenges and initiates solutions quickly; is promptly responsive to inquiries and issues of concern identified by funder; manages SRC contracts per federal rules and regulations and/or specific contract language
Research Associate(s), Research Assistant(s), IT specialists, Librarians, Editorial staff, Project Assistant, students, and others as needed.
Minimum Qualifications/Required Skill Set:
Masters Degree in Public Health, Health Administration/Policy or related field required (e.g., MPH, MPA, MPP, or MBA)
Minimum of at least 5 years of operational leadership/management experience, including leading multi-faceted projects, setting direction of project and developing project plans which identify key issues, problems, approaches, timelines and resources.
Minimum of 5 years of experience in the management of health professions, social sciences, behavioral, and/or health services research.
Minimum 5 years of personnel supervision experience including recruitment, staffing, training and employee relations.
Minimum 5 years of experience in financial oversight and fiscal management of expenses to budget. Basic knowledge of medical and health care issues sufficient to communicate effectively and to collaborate with investigators in the conduct of health research.
Strong organizational skills and the ability to manage multiple and competing deadlines and time pressures; ability to effectively manage multiple and concurrent projects.
Ability to analyze business functions and processes in order to identify efficiency opportunities; proactively identify and develop solutions to resolve critical issues.
Experience and a desire to supervise employees in a team environment, promote internal collaboration, and engage as a team player.
Exceptional interpersonal and communication skills, both in person and in writing.
Proficiency in Microsoft software applications.
Preferred Qualifications/Skill Set:
Preferred qualifications include experience working with government policy-makers and familiarity with the tenants of evidence-based and value-based policy development and/or health care.
Experience with managing and developing public sector budgets.
Experience developing and negotiating contracts and/or memoranda of understanding
Experience managing an AHRQ-funded research project, and an understanding of federal contract regulations including policies related to technical and financial reporting requirements, compliance requirements, and specific work processes at AHRQ.
Experience with Project Management software highly desirable.
Primarily indoor office environment; requires work hours beyond standard office hours as needed. Requires travel to DC area 2-3 times per year and additional US travel TBD.
Physical Demands & Equipment Usage
Ability to sit for long periods of time in an office environment or meeting setting; ability to be move about between meetings, across campus, and across Portland to other sites as well as air travel; and ability to lift and carry 20 pounds.
