Position: Project Manager (Ref: 25073)

Description:
TheProjectManagerdirects,controls,administers,andregulatesanenhancementordevelopmentprogram.TheProjectManageris theindividualultimatelyresponsibleto theagency.TheProjectManager’sprimaryresponsibilityisto drivetheentireeffortfromstart to finish.TheProjectManagermustensurethattheprogramiscompletedonschedule,on budget,andthatthefinalproduct meetsthe business,technical,andestablishedqualityrequirements.

Roles:
• Responsibleforthedevelopmentofestimatesfortheenhancementordevelopmenteffortinplanning,analysis,design, construction,testing,andimplementation.
• Accountablefordeliveryofallworktasksidentifiedintheprogramplan.
• Responsibleforthecaptureandreportingofrequiredprogrammanagementmetrics.
• Adjustandreviseestimateswhennecessary.
• Ensureallchangesto scopefollowprocessesandaredocumented.
• Ensurenewestimatesareapprovedbytheclientandagreed upon.
• Adjustandreviseestimateswhennecessary.
• Manage,andtracktheprogramprogressagainsttheprogramplan.
• Monitorprojectmilestonesandphasesto ensuretheprojectisonschedule.Takecorrectiveactionsifa projectbeginstoslipits schedule.
• Preparesstatusreportsona periodicbasisforprogramteam,teamleads,groupleads,andProjectManagerandappropriate stakeholders.
• Plan,organize,prioritize,and managemultiple workeffortsacrossapplicationteams.
• Developthedetailedprogramplanfortheenhancementor developmenteffort
• Accountableforthefinalprogrammanagementevaluationreviewwithstakeholdersforapprovaluponprogramcompletion.
• Responsibleto tailorandbaselineallprogramtemplates.
• Accountableto scheduleormonitorstatusreviews,peerreviews,programmanagementinspections,and softwarequality assuranceworkproductandprocessreviewswiththeappropriatedesignatedresources.
• Notifyteamleadsofprojecttimelines,milestones,phases,workrequeststargetdates,andapprovedexecutableworkpackage.
• Communicateandwork withusersandclientasnecessary.
• Coordinateandpresentproposalsto agenciesas necessary.
• Analyzeanddistributereportsonprogrammetricsassociated withworkitemsrelatedto improvementmeasures.
• Ensureprocessesandactivitiesare followed.
• Accountablefortheapprovaland sign-offoftheprogramplanwithcustomerrepresentatives,suchasportfolio managers,andall affectedprogramstakeholders.
• Accountableformanagementofscopefortheprogramandgainingagreementandapprovalofscopechangeswithcustomer representativesandaffectedstakeholders.
• Buildandmaintainrelationshipswithkeystakeholdersandcustomerrepresentatives.
• Directworkplanningand schedulingdesignwork.
• Manage,andtracktheprogramprogressagainsttheprogramplan.
• Serveastheprimarypointofcontactforallprogram-relatedissuesandresolutionofissues.
• Coordinateandpresentproposalsto agenciesas necessary.
• Identifyandmanageprogramriskanddevelopsriskmitigationstrategies,trackto closure.
• Ensureteamleadsadjustandreviseestimateswhennecessary.
• Anticipateissuesandproactivelyaddressthem.Resolveconflictswithsensitivityandtact.
• Coordinatetheestablishmentofprogramstandardsandprogramspecificprocedureswithteamleads.
• Responsibleforprojectcompliancewithstandardsandprocedures.
• Responsibleforthecaptureandreportingofrequiredprogrammanagementmetrics.
• Responsibleto tailorandbaselineallprogramtemplates.
• Developand facilitateachievementofprogramservicecommitmentsandperformancemetrics.
• Ensurethattasksprovidevalueand supportthe strategicdirectionoftheprogramandmeetservicecommitments;conduct reviewswithagencies.
• Accountableforthefinalprogrammanagementevaluationreviewwithstakeholdersforapprovaluponprogramcompletion.
• Communicateeffectivelywithcustomersand software/ hardwaresupplierssupportingCommonwealthasappropriate.
• Identifyandtrackissues.
• Balanceworkload withprogrammembers’capacity.
• Communicateto teammembershowtheir workassignmentsrelateto and helpachieveprogramobjectives.
• Planprogramspecifictrainingandorientationneeds.
