Organizational Statement

Enbridge Liquids Pipelines, Inc., a leader in crude oil and natural gas transportation, gathering and processing, is currently seeking a Project Coordinator in Houston. The selected candidate will manage the identification, assessment and mitigation of risk, particularly as it relates to system facility design and construction, system operations and system facility integrity. This includes, but is not limited, to all onshore and offshore gas and oil facility assets, piping, pressure vessels, and aboveground storage tanks located at compressor stations, processing plants, and off-shore platforms located in the Natural Gas Business Unit. Ensure regulatory compliance in accordance with appropriate codes for integrity management.

Responsibilities

Develop, implement and manage the company’s facilities integrity assessment and risk management plan.
Act as a liaison between Systems Integrity and internal or external groups on issues regarding the company’s policies on inspecting, assessing and repairing facility piping, pressure vessels, and aboveground storage tanks.
Ensure compliance with the internal operational and design standards for systems integrity.
Develop the programs and schedule for tank/vessel inspections and facility integrity assessments.
Coordinate and participate in incident investigations; manage failure analyses, as required.
Serve as a liaison between Integrity, Operations, and Engineering staff on evaluating current systems to identify risk.
Act as resource on issues related to system evaluation such as failure analysis, program/process effectiveness, and risk analysis.
Monitor and take steps to improve the progress of Operations in reducing the risk of leaks.
Provide technical support to Operations/Engineering personnel regarding integrity issues.
Recommend and develop OPEX/CAPEX budget proposals to ensure operational reliability
Performs other duties as assigned.

Qualifications

University degree in an appropriate field (Industrial Technology, Project Management, Engineering, etc.)
Minimum ten (10) years of progressive experience in project management, pipeline operations, and/or pipeline/facilities integrity
Working knowledge of API 510, 570, and 653 and OSHA 1910.119
Expertise in the area of Process Safety Management (PSM)
Expertise in the area of risk assessment of piping, pressure vessels, and aboveground storage tanks.
Working knowledge of regulatory compliance requirements, specifically 49 CFR Part 192, 49 CFR Part 195 and TAC 8.101 (P/L Integrity Assessment & Management Plans for Natural Gas & Hazardous Liquids Pipelines).
Working knowledge of Non-Destructive Examination technologies
Excellent computer and analytical problem solving abilities
Excellent written and verbal communication and management skills
