Performs administrative or management work in a regional business office which may include leasing, contracts, purchasing, managing property, accounting , office services, fleet management, warehousing, or other related services. May supervise Business Services employees.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Ensures all emergencies/routine building problems/issues are identified and corrected in a timely manner in regional office space (20%)
Develops specifications for services and manage service contracts for regional offices (15%)
Coordinates/handles the pickup, transfer, organizing and disposal of agency surplus furniture/equipment (5%)
Assist in developing and implementing policies, procedures, or standards (5%)
Writes specifications and lease renewals for new and existing leases (10%)
Coordinates office moves. (10%)
Establish and maintain routine schedule visits to the regional offices for facility reviews. (10%)
Supervise staff incompliance with personnel policies. (15%)
Completes reports, assignments and other duties as assigned. (10%)

Knowledge Skills Abilities:
Knowledge of Business Services and Program operations and processes.
Knowledge of State and HHSC rules and regulations.
Knowledge of State Procurement process, rules and regulations.
Skill in contract management and facility leasing.
Skill in computer usage including Word and Excel.
Skill in supervision.
Ability to maintain good working relationships with all HHSC Enterprise agencies at the regional level.
Ability to manage problems, issues and bring major concerns to his/her supervisor.
Ability to maintain excellent communications with regional staff and Local Office Coordinators.
Ability to use good judgment and creativity to address complex facility maintenance/repairs issues.
Ability to respond to emergency situations (even after hours) that could affect employee and client safety, take corrective action utilizing previous knowledge and experience to resolve situations.
Ability to manage multiple projects (multiple office issues, moves, construction projects).
Ability to ensure contract language meets agency needs.
Ability to make decisions related to specae allocation within offices.
Ability to communicate effectively orally and in writing.
