For specific proposal efforts, the Proposal Manager may perform any/all of the following activities:
Participating in pre-RFP capture efforts, including collecting and organizing capture plan documentation, facilitating and participating in capture strategy sessions, and participating in in-country capture as requested.
Developing or overseeing development of proposal schedules, compliance matrixes, contact lists, and other proposal tools.
Leading proposal meetings (e.g., kickoff, pink and red team reviews).
Contributing proposal content (e.g., management plans, partner roles and responsibilities, and personnel descriptions) and/or providing direction to others drafting content, including recommending boilerplate to meet RFP specifications.
Providing oversight in the compilation of partner materials to ensure submittals are accurate, complete, and received on time; includes communicating with partners to coordinate and align proposed roles with technical, pricing and contract leads.
Coordinating with Business Proposal Manager/Pricing Lead to ensure consistency of content and production.
Coordinating with departments and ensuring their timely response for content, reviews, etc. (HR, IT, Contracts, etc.).
Reviewing all proposal content for quality and consistency.
Conducting final RFP compliance review.
Monitoring and managing proposal shared directory.
Tagging proposal materials for AbtKnowledge and ensuring that all materials are uploaded in a timely manner.
Conducting internal lessons learned meetings, documenting and distributing meeting notes, and recommending process improvements as appropriate.
In addition to managing specific proposals, the Proposal Manager, as a member of Abt’s Global Business Development Unit, participates in activities that continue to improve our business development processes and resources, including:
Providing training and mentoring to division staff on business development best practices.
Creating and updating templates and tools to make proposal development easier and more efficient.
Participating in Division sales meetings to learn about forthcoming opportunities needing support.
Contributing to the development and expansion of Abt’s centralized repository for proposals, project descriptions, and boilerplate library.
- Demonstrated experience in all aspects of proposal development including IQC Task Orders.
- Must have proven ability to manage successful technical and complex cost proposals.
- Demonstrated knowledge and understanding of Government Agencies.
- Requires significant experience in business development and client relations and strong management skills.
- Demonstrated leadership and organizational skills. Excellent writing and computer skills.
