The Proposal Manager will oversee all proposal activities, including directing proposal team members, managing proposal schedules and deadlines, developing proposal outlines and compliance matrices monitoring the progress of the proposal and orals coaching. The Manager will be responsible for managing the proposal through the opportunity life cycle from proposal RFP release to post-proposal submission activities, thereby leading, planning, scheduling, and overseeing large-scale federal and state business opportunities. He/she will use standard best practices to increase the win probability of deals through compliant proposals.

Key Responsibilities include:
  • Manage the full proposal process to develop written proposals for federal and state clients in accordance with Shipley and Cognosante standard processes and templates
  • Act as the single point of contact for proposal team members
  • Apply best practices to ensure that proposal submissions are compliant with the applicable RFP instructions and delivered on time
  • Develop the overall proposal schedule, outlines, compliance matrices, proposal development plan
  • Lead activities required to successfully perform Storyboard, Pink, Red, and Gold Team proposal reviews
  • Work with the proposal team and Capture Manager to determine author assignments
  • Drive proposal strategy meetings to help develop themes, discriminators, solutions, and integrate into the proposal as the framework of the response
  • Collaborate with the capture team to gain an appropriate understanding of the sales strategy and how it clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition
  • Lead Proposal Kickoff meetings and daily status calls
  • Provide insight, leadership, and work guidance to authors on all proposal content
  • Produce and perform rigorous quality assurance on both draft and final products
  • Ensure formatting and layout of the proposal volumes are compliant with the solicitation
  • Coordinate activities involved in the development of orals presentations, discussions, and Final Proposal Revisions (FPRs)
  • Responsible for high-quality content and appearance of the final proposal product and the on-time delivery of the proposal
  • Conduct proposal lessons learned and document and implement actions to improve overall process
  • Support other business development, operational, and corporate initiatives such as creating white papers, participating in strategy and information sessions, working with the Sales and Marketing to develop presentation materials, and providing writing and editing support to client-facing corporate members
  • Provide orals coaching
Minimum Qualifications
  • Bachelor's degree
  • Minimum 5 years of experience in managing, writing and coordinating federal and/or state government proposals
  • Extensive experience in the MS Office Suite (Word, Excel, PowerPoint, Project)
  • Experience in Adobe Acrobat
  • Experience in SharePoint
Additional Qualifications
  • Experience with orals coaching
  • Experience managing proposal teams and leading them to success in a dynamic, fast-paced environment supporting critical business development activities
  • Strong analytical, organizational, communications and managerial skills
  • The ability to use standard English writing styles and structures to write proposal sections; this includes the ability to research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product
  • Ability to effectively lead proposal review meetings and interview subject matter experts from a range of disciplines
  • Ability to work multiple projects and adapt to various people and working styles under tight deadlines
  • High energy work ethic and availability to work non-standard hours during peak season times
  • Extensive applications experience in the MS Office Suite (Word, Excel, PowerPoint, Project), Adobe Acrobat, SharePoint
