The Proposal Manager will support responses to RFPs, RFQs, and some RFIs and oral presentations across the organization.

Responsibilities:
Leading, managing, training, and mentoring a proposal team, writers; editors; reviewers; graphic artists; coordinators; operational, management, and technical subject matter experts; and subcontractors
Developing proposal schedules, outlines, compliance matrices, and writing assignments
Maintaining configuration control of all proposal files, forms, graphics, drafts, reviewers comments, and approvals
Ability to edit and format documents
Participate in the development and review of proposal strategies and themes, and develop a Proposal Management Plan
Ability to create proposal templates, outlines, compliance matrices, and production checklists
Leading blue, pink, red, and gold team proposal reviews
Producing high-quality content and appearance of the final proposal product and the on-time delivery of the proposal
Collaborating with the capture team and executive leadership to gain an appropriate understanding of the win strategy and to ensure the response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against our competition
Identifying, assessing, resolving, and/or escalating issues as needed
Conducting lessons learned and documenting and implementing actions to produce process improvement and achieve higher success rates
Understanding company service offerings, experience, and capabilities
Assist with other proposal development duties as required. For example, compliance reviews, book check, production support, and review team support
Perform Capture Manager role for selected opportunities

Skills/Requirements:
Minimum 5-7 years of experience in a proposal manager role managing proposals in Federal government market.
Experience performing as proposal manager on competitive Federal government procurements ranging from $10M-100M in Total Contract Value.
Demonstrated experience with IDIQ contract types and management consulting and IT services proposals for Federal civilian, Department of Defense, and intelligence community customers
Solid understanding of Federal government procurement policies and practices
Excellent people skills - able to work with teams of varying sizes, technical abilities, and levels of authority
Thorough, detail oriented, and organized, with excellent time management skills and ability to prioritize
Ability to successfully execute many complex tasks simultaneously, maintain professional attitude, and work as a team member, as well as independently
Demonstrated ability to direct large, multi-contractor proposal teams
Proficiency in Microsoft products including Word, SharePoint, and PowerPoint
Possess initiative and ability to work effectively in high stress situations with tight deadlines
Experience with Shipley, or equivalent proposal development methodologies
Demonstrated ability to produce proposal content as required
