The Proposal Manager will be responsible for hands-on proposal development efforts for small and large proposals, manage external and internal proposal resources, and support business development activities for a federal information technology services contractor focused on winning new business in the federal Civil and Department of Defense (DoD) marketplace. Responsible for the successful management, coordination, preparation and submission of responses to government Requests for Proposal (RFPs) and other bidding opportunities. Duties will consist of the full life cycle of proposal development, including planning, scheduling, and managing competitive proposals and includes but is not limited to:

Prepare and maintain the proposal calendar/timeline.
Develop compliant, responsive, and competitive technical responses
Create new content for management, past performance, quality control, and staffing sections
Ensure deadlines are met
Interact with Subject Matter Experts to ensure the accuracy of documentation
Coordinate support and information from all of the contributors in the bid development and approval process
Develop and maintain response information materials for proposals to utilize as a reference tool to complete future proposals
Review and update proposal materials on a continuous basis
Track and report all Win/Loss information to help evaluate the performance of our business development proposal process
Coordinate other assigned projects independently and in a timely manner

Required Experience:
10 to 15 years of related proposal management experience in a government contractor environment
Demonstrated record of success in leading proposals in the services sector
Excellent organization skills and ability to manage towards deadline
Ability to produce, edit and review proposals, white papers, and request for information responses to Federal agencies
Experience managing structured proposal processes and procedures
Extensive skills with Microsoft Office Suite
Ability to manage multiple concurrent proposal efforts
Excellent organizational skills - Requires experience coordinating diverse teams of up to 20 people from various organizational levels from across DNC, subcontractors, and consultants
Excellent writing, editing, organizational, analytical, and interpersonal skills
Ability to work independently, function effectively as a member of a team, and adhere to strict deadlines
Ability to work on short-term assignments with tight deadlines while managing multiple tasks and projects (may require some evening and weekend work)
Innovative in solving problems
Proficient in internet research and browsing
Ability to translate technical information into documents for technical and non-technical personnel
Graphics experience a plus

Requires Bachelor’s degree
Masters degree preferred
