This position is located in the Office of the Under Secretary for Civilian Security, Democracy, and Human Rights, Office to Monitor and Combat Trafficking in Persons (J/TIP). The purpose of this position is to serve as a Public Affairs Specialist responsible for representing the State Department to the public by working closely with Congress, the media, NGOs, other U.S. government agencies, corporations, academia, research institutes, and the general public, and planning various outreach activities. The incumbent reports directly to the Senior Coordinator of the Public Engagement team.

Incumbent will be subject to random drug testing.
Must be able to obtain and maintain a Top Secret security clearance.

As a career-ladder position, the GS-12 position performs the same duties and responsibilities as those outlined at the full performance level (GS-13) and receives progressively more responsible assignments as experience and training are received.
Develops outreach strategy that provides the basis for public information program, and directs Non-governmental organizations (NGO) and Capital Hill outreach components for the organization with responsibility of planning, developing, directing and communicating the program’s policies, programs, and activities.
Plans and directs the development and execution of the programs publications, such as brochures, training booklets, newsletter, news notes and audio-visuals, such as video tapes, slide presentations, training films, etc.
Plans and directs the internet media activities such as website, social media networks, diplomatic notes, web chats, and webinars.
Establishes and maintains effective relationship with political and inter-agency decision-makers. Assembles, prepares, edits evaluates, and disseminates information concerning various programs.
Evaluates information problems encountered in communicating information regarding program activities.
Develops speech material, speech copy, and references for the Assistant and Under Secretaries and principal officers.
Directs the development of basic campaign materials for media information programs of national and international scope and significance; and provides oversight for implementation of the entire program ranging from multimedia productions through distributions to national media, and U.S. entities worldwide, public and private.
