The Defense Security Cooperation Agency leads, directs and manages security cooperation programs and resources to support national security objectives that build relationships that promote U.S. interests, build allied and partner capacities for self-defense and coalition operations in the global war on terrorism, and promote peacetime and contingency access for U.S. forces.
The Center for Hemispheric Defense Studies (CHDS) is a premier regional forum offering strategic level defense and security education, research assistance and dialog regarding the development of effective security policy within the Western Hemisphere . The Center's civilian and military graduates and partner institutions comprise communities of influence that work toward a more cooperative and stable international security environment. The Center's mission is to, provide education, and conduct outreach, research and knowledge-sharing activities on defense and international security policy-making with military and civilian leaders of the Western Hemisphere . CHDS also effectively works to advance international security policy and defense decision-making processes, foster partnerships and promote effective civil-military relations in democratic societies. In addition CHDS contributes to a cooperative international security environment and mutual understanding of priority U.S. and regional defense and international security policy issues.

- Facilitate Public Affairs core principles and processes to include designing, planning, and advising on the public affairs program.
- Development and dissemination informational materials to the general public or specialized target groups within a domestic or foreign setting.
- Establishment and maintaining effective working relationships with all media, both foreign and domestic, as well as develop and disseminate informational materials to pertinent publics through the media.
- Provide information of particular value and interest to agency employees.

In addition to meeting the Selective Placement Factor, qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as experience which provides the applicant with the particular knowledge, skills, and abilities to 1) advise on the public affairs program in an agency, 2) develop and disseminate information materials to the general public or groups, 3) working with the media, and 4) providing information to agency employees. You must demonstrate experience 1) designing and implementing a public affairs campaign, 2) writing news releases or articles for publication, and 3) developing information briefs or brochures.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
If you are using education to substitute for specialized experience, you must submit transcripts (official or unofficial) or some form of proof of your education.
To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education .
Failure to provide documentation at the time of processing, or a determination that you do not possess sufficient education and experience to meet the total qualification requirements, will result in an ineligible rating.
Background or Security Investigation: This is a non-critical sensitive position which requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the employment offer may be withdrawn. Individuals selected for this position are required to obtain and maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment. Failure to maintain eligibility to occupy a sensitive position may result in termination.

Your application will be evaluated and rated under the Category Rating and Selection Procedures. 3. Best Qualified Category . Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.
Application of Veterans Preference: The Category Rating Method does not add veterans' preference points or apply the "rule of three," but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligible's who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher. A selecting official may make selections from the highest quality category (Best Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.
