Governance is a foundational focus of the Africa strategy and is essential to strengthening institutions of public policy and accountability in client countries. Competitiveness is a supporting pillar of the strategy and effective trade and transport policies are keys to development and employment creation based on Africa’s comparative advantage. Good governance, effective trade and regional integration policies, and the efficient use of natural resources and aid can play a critical role in growth and economic diversification in Africa. Yet the quality of institutions is often weakened and the implementation of policies blocked by vested political interests. The Poverty Reduction and Economic Management (PREM) unit in the Africa Region plays a key role in supporting the World Bank’s strategy of enhancing knowledge on governance and public management as well as mainstreaming trade and competitiveness into country policies (see the Africa region’s trade website for more details). To enhance the capacity of the region to generate knowledge and respond to client demands in Sub-Saharan Africa, the Africa PREM unit has established a number of knowledge practices, including a Governance Practice and a Trade Practice. The two practices actively collaborate to ensure that an understanding of governance constraints and political economy informs the dialogue on trade policies and regional integration as well as natural resource and fiscal management. The Africa Poverty Reduction and Economic Management Unit, AFTP1, seeks to recruit a GF level Public Sector Governance Specialist. The specialist will work to support the development of the Governance and Trade Practices and the application of political economy analysis to key policy and implementation questions and to ensure that such knowledge is appropriately disseminated to influence Bank operations. Work will include leading or contributing to Political Economy analyses of trade, transport and natural resource management policies, and the organization of learning events to discuss and disseminate ideas with internal and external clients. As a member of the Public Sector Governance Practice the successful candidate will work and receive mentoring from the Region’s Governance Practice Leader as well as the Trade Practice Leader. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
