Performs routine purchasing work involving the negotiation of purchases of commodities and equipment in the open market or by contract. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.
Essential Job Functions:
Reviews requisitions for completeness and accuracy according to agency and division rules;
Monitors legal and regulatory requirements pertaining to purchasing;
Purchases commodities and services of a specialized nature within assigned classifications;
Determines most applicable and cost effective purchasing method for obtaining goods and services related to assigned Comptroller of Public Account (CPA) commodity classes;
Maintains current vendors' catalogs of items under contract as well as catalogs of other items which may be required by agency activity;
Processes requisitions in automated environment; processes and releases purchase orders based on requester’s needs.
Works with requesters, sourcing team and agency staff to coordinate or resolve purchasing related issues.
Reviews operational spreadsheets and processes assigned requisitions; responds to phone and e-mail request from requesters and staff related to processing status of requisitions, purchase orders and the receipt of goods/services; expedites requisitions as required; facilitates emergency purchases, including all required documentation.
Processes routine commodity/services purchases through the automated Health and Human Services Administrative System (HHSAS) or via credit card.
Makes recommendations for annual contract awards, awards contracts, and suggests additional items to contract;
Supports and attends Historically Underutilized Business (HUB) outreach program and events.
Interacts with receiving and requesters concerning delivery, specification and other matters concerning products from vendors.
Provides support and training for users, when applicable; and provides assistance to requesters in drafting competitive specifications for commodities/services.
Produces procurement files for assigned requisitions, and reports TIBH exceptions.
Researches vendors for products and services; and monitors and documents vendor performance.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Registration or Licensure Requirements:
Requires certification as a Certified Texas Purchaser (CTP) within one year of employment.
Initial Selection Criteria:
Two years progressive experience purchasing for a government agency (Federal, state or local government) as a purchaser or two years full time progressive purchasing experience in a private sector business. Education in a related field can be substituted on a year for year basis up to 2 years. Combinations of education and work experience will be considered.
