The City of Charlotte, Charlotte-Mecklenburg Utility Department is seeking a Purchasing Agent/Contracts Administration Specialist. CMUD is one of the largest public water and sewer service providers in the southeast. We value competent, skilled candidates with a service focus to work in a team environment.

Major Duties and Responsibilities:

This position is based in the Contracts Administration Section of Charlotte-Mecklenburg Utilities and is responsible for providing contract consulting, solicitation, negotiating, and preparation services. This position ensures the application of local and state guidelines and statutes, as well as best business practices in order to protect the integrity of the procurement process while also serving the needs of the department.

Major responsibilities include preparation of the following solicitation documents: commodities Invitations to Bid, operations and maintenance services Requests for Proposals and informal Requests for Quotes. Position also responsible for consultant debriefings; preparation of contracts and amendments/change orders; and preparation of City Council agenda items and recommendations of award. Success in this position requires the ability to simultaneously manage numerous projects and maintain a high leadership role on solicitation teams. Excellent analytical and organizational skills coupled with strong writing, negotiation, and communication skills are also vital to success.

Requires general knowledge of contract drafting standards; advanced knowledge of Microsoft Office Products including Word, Excel, SharePoint and Outlook; and strong customer service and interpersonal skills with the ability to collaborate, establish, and maintain effective working relationships with others. Knowledge and application of local, state, and federal procurement statutes and regulations is preferred. Requires knowledge of general data analysis techniques. Attention to detail and accuracy of work is essential. In the course of developing solicitation documents, the successful candidate will be required to visit Charlotte-Mecklenburg Utilities’ various water and wastewater treatment plants.

Minimum Qualifications:

This position requires a Bachelors degree, preferably in business or engineering, with a minimum of three (3) years of contracting experience, preferably within a governmental entity, working with the procurement of a variety of products and equipment. Professional procurement or contracting certification and contracting experience are preferred.

Salary Range: Negotiable.

Conditions of Employment:
