Serves as an on site Purchasing Agent with responsibility for performing work to acquire a variety of supplies and services by purchase. Advise technical personnel of procurement oriented requirements associated with such matters as specifications and statements of work. Determine source of procurement utilizing various types of prescribed synopsis, industrial registers, qualified sources of supply manuals, commercial catalog and personal knowledge of item/service needed. Analyze quotations, finalize abstractsof quotes for award considering all factors involved. Receive and review procurement requests. Review for presence of fundamental information. Compose correspondence in connection with procurement (i.e. letters to unsuccessful bidders, notices of intent). Solicit quotations by means of telephone or written request for quotations.
You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.
GS-6: One year of specialized experience equivalent to at least the GS-5 grade level; six months (9 semester hours) of successfully completed graduate level education if the coursework is directly related to the work of the position (for example Business Administration); and/or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are:
Made competitive or sole sources small purchases and prepared written solicitations using purchasing procedures, and regulations.
Applyed procurement regulations, practices and procedures to resolve a variety or purchasing problems, such as inadequate or restrictive specifications, lack of multiple suppliers, urgent need, and insufficient price history.
Purchased a variety of items and services using various established contracts or agreements using automated and manual record keeping systems.
GS-7: One year of specialized experience equivalent to at least the GS-6 grade level; one full year (18 semester hours) of successfully completed graduate level education if the coursework is directly related to the work of the position (for example Business Administration); and/or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are:
Made a variety of purchases in compliance with various established contracts and agreements, such as multiple award schedules, Blanket Purchase Agreements (BPAs) and requirements contracts.
Performed complex purchasing work that involved unusual clauses for small purchases.
Used different solicitation methods, ordering or reporting procedures, purchasing methods, or clauses and provisions depending on the type, quantity, dollar value, or urgency the requirement to respond to critical or immediate needs.

This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire.
