Acceptance
of a Technician Position will result in the termination of “Selected Reserve
Bonuses”

LOCATION: USPFO - RFSC - Lansing, MI

AREAS OF CONSIDERATION:
AREA 1 -
Open to on-board permanent technicians of the MIANG or MIARNG (Tenure I or II
Status).

AREA 2 - Open
to current military members of the Michigan Air or Army National Guard.

COMPATIBLE MILITARY ASSIGNMENT:
ENLISTED
MOS: 42A, 36B, 51C, 92A/Y/Z

The National Guard’s
full-time support program requires that all military technicians are members of
the National Guard and are appointed to full-time positions which correspond to
their military assignments. This regulation provides guidance for determining
and processing position and assignment compatibility. Unless specifically
approved by TAG or HRO, the technicians are assigned in accordance with this
policy and compatibility criteria published by NGB-J1-TN.

JFHQ-ST personnel are
assigned to compatible positions in units located within the State. TAG may
approve exceptions to accommodate these technicians when their positions are
affected by reorganization or force-restructure manpower actions. These
accommodations are valid only while the incumbents occupy the positions and
until they are reassigned to compatible positions.

MILITARY GRADE: E-7

Grade inversion within the full time workforce in not permitted. The
military grade must not exceed that of the supervisor. Members applying for
this position and exceeding the maximum military grade listed on this job
announcement MUST submit a statement in writing that they are willing to take
an administrative reduction in grade to the advertised military grade on the
job announcement for which applying. Applicants who exceed the military grade
will NOT be placed into the technician position until they have been
administratively reduced to the military grade on the job announcement.

Brief Description of Duties:
Its
purpose is to purchase goods and services, including technical items involving
non-local sources of supply, request for local manufacture, and contracting for
non-routine services.

QUALIFICATIONS REQUIRED:
In your

GENERAL

EXPERIENCE:
Work
involves purchase, rent or leasing of supplies, services, and equipment through
informal open-market methods and formal competitive bid procedures and to
ensure the rapid delivery of goods and services in direct and indirect support of
operational requirements.

SPECIALIZED

EXPERIENCE:
MUST HAVE AT LEAST 9 MONTHS EXPERIENCE IN
THE FOLLOWING AREAS

GS-06 :
Must have at least 9
months experience, education or training

--Procuring
goods and services.

--Experience
using open market procedures to place delivery orders against established
contracts, such as Federal Supply Schedules and contract requirements.

KNOWLEDGE,
SKILL AND ABILITIES (KSAs): In your application and/or resume please address the following factors

-- Knowledge of solicitation or purchasing methods, such as would be
acquired through extended training or experience, to make competitive or sole
source small purchases that involve collecting data to determine price
reasonableness for new items, preparing detailed written solicitations, and
tailoring special terms and conditions.

-- Skill in analyzing descriptions that have unique aspects and many
critical characteristics to identify problem areas in specifications or work
statements, determine if quotations are responsive, or decide if substitutions
are acceptable or should be referred to other personnel for further review.

-- Knowledge of price analysis techniques to evaluate prices or costs
for requirements with inadequate price history or evaluate allowable charges
for requirements involving special cost features (e.g., per diem, lodging
rates, and airfare for purchases that require on-site repair service by
non-local vendors).

-- Knowledge of various acquisition clauses, such as those pertaining to
inspection, acceptance, packaging, or testing to select or tailor clauses for
purchases that involve special handling.

-- Knowledge of post award procedures to discuss equitable price
adjustments for modifications to a purchase order, determine whether to
recommend termination of an accepted purchase order for convenience, or perform
similar actions.

Substitution of Education for Specialized
Experience - A maximum of 12 months of the required experience may be substituted by
successful completion of undergraduate study in an accredited college or
university at the rate of 30 semester hours for 12 months of experience. The
education must have been in fields directly related to the type of work of the
position.

Applicants must submit a copy of an official college transcript to show completion of the education substitution of this position

  • Incumbent must maintain membership in the Michigan National Guard.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • Should a position be announced at less than the authorized grade, the selected applicant may be non-competitively promoted when he/she meets all qualifications and is submitted for promotion by the supervisor.
  • Employment is contingent upon successful completion of technician pre-employment physical for certain occupational series.
  • The wearing of the military uniform and abiding by the customs and courtesies as prescribed by applicable military service regulations are conditions of employment.
  • Employees will be required to participate in direct deposit/electronic fund transfer (DD/EFT).
  • Permanent Change of Station (PCS) is not authorized for this position.
  • If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
  • Selectees currently militarily assigned to another state are subject to the requirements and procedures of the Michigan Army National Guard (MIARNG) Interstate Transfer (IST) policies. You MUST coordinate with both the losing military unit and the IST Program Coordinator immediately upon notification of selection. Selection into a position may cause a reduction in rank. HOW YOU WILL BE EVALUATED:
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience is evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibly criteria/assignments will be followed. The applicants record of exeperience, training and education must show possession of the knowledge, skill and abilities needed to fully perform the duties of the position to be filled. BENEFITS:
