The selectee utilizes regulations, directives, policies, guidance and procedures to accomplish work involving the evaluation of contract price, proposals, and/or advertising, negotiating, administering, and terminating contracts for supplies, services, and/or Research and Development (R&D) in accordance with law, applicable regulation, and policy and procedures.

KEY REQUIREMENTS

Suitable for Federal employment as determined by background investigation.

Selectee may be required to successfully complete a probationary period.

You must obtain and maintain a confidential security clearance.

DUTIES:
At the full performance level, the selectee will:
Negotiates and awards unilateral and bilateral purchase orders for technical and professional services, such as equipment overhaul/repairs, basic engineering and design services, short-term study or research projects and services to be carried out by contractors and/or universities.

Purchases complex special purpose items, such as special machine parts, special modifications of standard supplies and equipment, computer hardware, software or time, license agreements, special purpose test equipment, explosives/firearms and hazardous material.

Administers orders and negotiates modifications to revise pricing, extend delivery schedules, changes specifications or other terms and conditions (if required), and terminates orders for default/convenience of the government after consulting with legal counsel. · Interprets procurement regulations and policies.

Writes activity operating procedures implementing procurement policy issuances.

Processes receipt documentation for procurement and initiates acceptance for payment which enables Comptroller to certify invoices.

QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have one or more years of progressively related experience. Specialized experience is

working with purchasing regulations, methods, and procedures to procure goods and services;

conduct price analysis in purchasing supplies through open market methods;

resolve conflicts that affect products, price, or delivery of purchase order.

SPECIALIZED EXPERIENCE FOR GS-08: Applicants must have one or more years of progressively related experience. Specialized experience is

working with purchasing regulations, methods, and procedures to procure goods and services;

evaluate contract specifications to ensure vendor compliance throughout the purchasing agreement;

identify price analysis factors to determine appropriate vendor quotes for goods and services; prepare modifications to the terms and conditions of purchase orders thru solicitation of price quotes.

DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA)

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Purchasing Career Field and be certified at Level II at the time of application. If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

REQUIREMENTS:
Selectee is required to participate in the Department of Defense direct deposit of pay program.

A confidentail security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

Males born after December 31, 1959 will be required to certify that they have registered with the Selective Service System.
