Manage the agency’s purchasing related activities consistent with L&W’s overall strategic direction and goals. Satisfy the agency’s needs for goods and services at the lowest possible cost while maintaining high quality requirements. Provide maximum customer satisfaction while maintaining strong fiscal spending controls, including decision support documentation. This involves sourcing, supplier management, negotiation of cost effective purchasing arrangements and maintaining rapport and effective communications with all levels of management, programs/departments and external suppliers of materials, supplies, equipment and services.
DESCRIPTION OF DUTIES: (Some of the duties are as follows)
Provide training and functional leadership to staff in programs/departments concerning purchase requests, purchase orders, receiving documentations and payment procurement process.
Process purchase requisitions and issue purchase orders in a timely manner. (i.e., within 3 business days of receipt.)
Expedite orders, as required, to ensure timely delivery of required goods & services.
Maintain decision support and transactional documentation.
Research buying patterns and histories. Compile data for various product, service and commodity groups.
Manage the agency’s competitive bid process by helping to produce and distribute Request for Proposal (RFP) and Request for Quotation (RFQ) document packages. Maintain adequate decision support documentation concerning chosen vendor or service provider.
Troubleshoot vendor payment problems.
As required, verify receipt of goods and/or performance of services, assist in matching invoices, packing slips, to purchase requisitions and purchase orders.
Perform other reasonably related duties, as required.
5 - 7 years of experience buying indirect goods and services, preferably in a non-automated purchasing environment.
Bachelor’s degree in a related area of study or equivalent work experience.
Well organized and detail oriented, with excellent written, oral, and interpersonal communication skills. Able to communicate effectively at all levels of the organization, both within the agency and with vendors.
Knowledgeable concerning Windows operating environment; experience using MS Office programs, in particular Excel and Word, is required. Knowledge of automated purchasing systems is a plus. Experience working with Microsoft Dynamics is also a plus.
