The Purchasing Officer position performs critical functions in the daily operations of the Division. This position oversees the DHSR Purchasing Office (supervises 2 positions) which processes e-procurement requests, works within NCAS to handle daily business functions, reconciles P-Card purchases, manages purchasing for the Division, and maintains cell phone and aircard inventories and calling plans. The Purchasing Office is also responsible for handling print requests Division-wide, and maintains the Division’s inventory system (Fixed Asset System). The Purchasing Office also assists with the collection and distribution of mail for the Division and submits work orders for maintenance of DHSR building on Dix campus. Oversees all DHSR properties (leases and maintenance) – office buildings on Dix campus as well as satellite offices.

Knowledge, Skills and Abilities / Competencies:
This position requires knowledge of the E-Procurement system and processes, familiarity with NCAS system, proficient with Microsoft Excel and Microsoft Word.

Minimum Education and Experience Requirements:
Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Optional guidelines: * Contributing : bachelor's degree in business administration, public administration, or related business area; or associate's degree and two years of administrative, business, or financial management experience. *J ourney : bachelor's degree in business administration, public administration, or related business area and two years of administrative management or business management experience. * Advanced : bachelor's degree in business administration, public administration, or related business area and three years of administrative management or business management experience.

Management prefers: 6 or more years of NCAS experience, 5 or more years of E-Procurement experience, and 3 or more years of Contract experience.
