Purchasing and Billing Accountant

Job Summary

Responsible for selected Agency Purchasing functions, including purchase order processing, vendor selection and maintenance and spend analysis and reporting. Also responsible for the preparation of selected grant vouchers and billings for various programs as assigned and select accounting functions.

Essential Job Functions

Purchasing

-

Receive purchase orders and verify that they are properly completed and approved.

Obtain quotes for items ordered and determine appropriate vendor for order placement.

Make sure vendor is on approved vendor list or obtain approval to add new vendor

-

Place order to approved vendor and communicate order status to person placing the order.

-

Set up new approved vendors in Great Plains

-

Verify that appropriate goods or services were obtained upon receipt and that invoice received matches agreed upon pricing and terms.

Work with accounts payable to ensure timely payment as appropriate.

-

Conduct spend analysis where appropriate to determine where focus is needed to contain cost.

Investigate analysis variances that require further explanation.

-

Research vendor statements, phone calls, and discrepancies.

-

Maintaining a filing system for purchase orders and vendor quotes.

Program Billing/Vouchering

-

Prepare spreadsheet analysis as needed to support program billing

-

Prepare supporting documentation as needed or required by funder for voucher submission.

Prepare all voucher forms

-

Submit voucher package to Controller or the Controller’s designee for review

-

Have voucher signed by appropriate members of Agency management

Other Duties

-

Be available to meet with Controller and CFO to discuss purchasing and billing matters.

Participate in the monthly financial close process as assigned.

Participate in the preparation of the annual budget as assigned.

Be willing to assist with other Finance functions as time allows and need arises under the direction and supervision of the Controller.

Requirements

Qualification Requirements

-

Bachelor’s Degree in Accounting.

-

Not-for-profit experience.

-

Corporate purchasing experience.

-

High level of proficiency with Microsoft Excel, Word, and experience with accounting software, preferably Microsoft Dynamics GP (Great Plains).
