Parsons Brinckerhoff is a global business specializing in program management and engineering design. The Pursuit Manager position is an exciting career opportunity with our Parsons Brinckerhoff operation in Atlanta. This position will contribute to the growth of significant world-class transportation services unit in an award winning work environment. The role will provide for a strategic, coordinated and systematic approach to all business development activities generated by an aggressive external marketing program. Also, the role will lead the coordination and production of winning proposals for our transportation business, and work collaboratively with the Area Manager, Business Development Staff, Regional Business Development Manager and Corporate marketing to organize, plan and deliver proposals. Responsibilities will include participation and monitoring of external marketing efforts and managing strategy development and response activities. The position will also include managing aspects of the proposal process within client-imposed deadlines; organization of proposal content from multiple internal and external sources (engineers, project managers, sub-consultants and project-partners; preparation and analysis of monthly proposal status reports; and conduct proposal debriefings. In this role, the successful candidate will be responsible for ensuring a quality end-product is consistently produced, following company practices/standards.

Job Requirements

Key responsibilities of the role:
Business Development Coordination

- Closely monitor and report on external business development activities by others
- Participate in the coordination of client meetings, seminars, presentations
- Manage message and delivery preparation for client meetings, seminars, presentations
- Recommend strategic direction for client/pursuit development activities generated from external business development activities by others
- Manage collateral material development, meeting strategy and preparation sessions with technical staff, and pursuit and client relationship activity schedules.
- Particpate in Community, Civic and Client related out of office events

Proposal Management
- Manage aspects of the proposal process within Client-imposed deadlines
- Prepare deliverables, manage timelines, collect and organize proposal content from multiple internal and external sources (engineers, project managers, sub-consultants, marketing staff and project-partners)
- Articulate win-themes and key messages and ensure they are consistently integrated into each section of the proposal
- Translate key concepts into clear and powerful graphics/charts for written responses and presentations
- Identify and extract relevant credentials from project experience and personnel resumes for each proposal
- Provide and coordinate inputs for covers, layouts and proposal sections
- Review and edit proposal style, content and format
- Coordinate the printing and distribution of proposals
- Prepare monthly proposal status reports
- Conduct proposal debriefs and collate lessons learned
- Ensure a quality end-product is consistently produced, following company practices/standards.

Company Standards
- Ensure compliance with corporate standards and processes
- Continuously improve the production process for generating proposals
- Create standards and templates for the production of proposals
- Provide training & support to additional resources preparing proposals


- Bachelor or College degree education as a minimum, ideally in Marketing, English, Journalism, Graphic Design, Communication, Business or Engineering
- A minimum of 5 years experience in a consulting engineering firm - a transportation environment is preferred or a similar role for a public agency
- Ability to think strategically and distill salient information for a variety of sources
- Creative capacity to produce powerful graphics/charts which amplify and simplify the communication of win-themes and technical details
- Experience in preparing winning responses to large government/public RFPs and RFIs
- Ability to manage schedules and inputs/resources from multiple groups to meet client needs
- Adapts well to changing priorities and manages multiple tasks simultaneously within strict timelines
- Demonstrates skill in writing original content to support proposal messaging and win-themes
- Strong writing skills including copywriting, editing, grammar, and proofreading
- Accustomed to working in a variety of print and electronic media
- Must be proficient in Microsoft Office for page layout, document production, and managing input from multiple authors
