The primary purpose of this position is to serve as a Human Resources professional in the areas of qualification and salary administration. Position is responsible for reviewing applications to determine qualification status of applicants, as well as reviewing hiring packages to ensure compliance with merit-based hiring practices. Position will review salary recommendations to ensure compliance with salary administration policies. Position will also provide analysis for routine classification actions. Position will serve as a BEACON agency approver for PA/OM Actions. Position will work with NCDOT unit staff in interpreting and applying personnel and departmental policies to address issues regarding hiring packages or actions.

Knowledge, Skills and Abilities / Competencies:

Strong knowledge of personnel practices, policies and procedures. Good knowledge of agency programs. Strong knowledge of federal and state laws relating to Human Resources. Ability to m aintain confidentiality of sensitive personnel information; exercise tact and sound judgment with applicants, employees, departments and the public; communicate effectively both orally and in writing; analyze situations accurately and adopt an effective course of action; demonstrate initiative; use appropriate judgment in recognizing and exercising the scope and limit of authority; initiate, plan and complete assignments with little or no supervision; maintain accurate records; demonstrate accurate, precise attention to detail; organize work and set priorities to meet deadlines; establish and maintain positive work relationships; work effectively independently and in groups.
Management preference: Demonstrated technical experience in human resource functional areas such as qualification and salary review; computer experience including working with spreadsheets and databases; experience working with BEACON and NeoGov.

Minimum Education and Experience Requirements:

Graduation from high school and five years of progressively responsible administrative work including at least two years of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or graduation from a four year college or university and one year of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or an equivalent combination of training and experience.
