We are looking for a Quality Assurance Manager who will be responsible for the administration of the Forest City Residential Management (FCRM) Military Housing Quality Assurance Plan including providing quality oversight of all operational administrative and maintenance procedures utilized in the entire organization. This position will also be responsible for monitoring all operational procedures ensuring quality services provided to the residents as well as established work standards meet applicable contractual, State, Federal, Military Housing Project and Company standards.
Your primary responsibilities will include:
Leading a team of Quality Assurance Specialists responsible for conducting daily resident move-in/out inspections, Change of Occupancy (COO) inspections, Utility/Service Room inspections, Warehouse Supply Bi-Monthly inspections, as well as weekly random inspections/quality control checks on work orders accomplished.
Completing detailed and accurate weekly, monthly, quarterly, annual and periodic reporting that is required per the project's Quality Assurance (QA) Plan.
Investigates resident complaints that are escalated by the Community Manager, Maintenance Manager and/or Assistant General Manager and summarizes findings and recommends corrective actions/solutions to the General Manager.
Evaluates outside vendors and subcontractors contracted to perform routine or scheduled preventative maintenance work as well as other services in coordination with the Construction Management Department to ensure they are in compliance with FCRM's Quality Assurance Plan and procedures.
Performs random worksite audits and inspections to assure that Operational Associates as well as outside vendors/contractors are performing work in a quality and safe manner. Has the authority to stop work if unsafe performance, tools, equipment or any unsafe contract-related conditions exist and will coordinate with Safety/Loss Prevention and the Department Manager to address issues and recommend corrective actions.
To become a valuable member of our team we are looking for the following:
An undergraduate degree from an accredited college or university with a focus in business, real estate, or other related business discipline.
Minimum five years experience in property management with Forest City or other companies, including directly-related job experience in residential property management including managing quality assurance programs, budgeting, and general maintenance, where proven knowledge may offset the degree requirement.
Knowledge of property management, quality assurance programs, total quality management programs, budgeting, and general maintenance required. Working knowledge of the military privatization program, all applicable state and local laws, resident-landlord relations, and fair housing laws.
Current state driver's license.
• Certification as an Accredited Resident Manager (ARM) or Certified Apartment Manager (CAM) preferred.
• At least 2 years supervisory experience.
• Working knowledge of applicable laws and regulations.
• Proficiency in MS Office and general knowledge of property management software.
