DESCRIPTION

Keville Enterprises, Inc., a growing Construction Management Consulting and Inspection firm, is seeking candidates for a full-time Quality Control Manager position in our Federal Program. The work will be with NAVFAC Southeast and located in Jacksonville, FL at NAS Jacksonville. The type of project is new construction of a multiple story operations type building plus some interior renovations on some other existing facilities. The project duration is approximately 500 calendar days.

DUTIES

The duties and responsibilities of the QC Manager include the following:
  • Participate in all required meetings including the Post Award Kick-Off, Partnering, Preconstruction, Design Development, and Coordination and Mutual Understanding Meetings.
  • During construction, shall be on site at all times performing QC duties to include, implementation of the three-phase inspection system for each DFOW, ensuring that no construction begins prior to the designer finalizing design. Also, that inspection of all work and rework properly utilizes International Conference of Building Officials certified QC specialists as required by the contract specifications.
  • Review and coordinate submittals and approvals for contractor furnished materials and equipment.
  • Shall attend all subcontractor partnering meetings to discuss and address quality issues during both design and construction.
  • During design, at a minimum shall attend the bi-monthly design and development meetings to discuss coordination and quality issues concerning the design of the project.
  • Shall perform coordination between prime contractor, subcontractors, suppliers, and the Commercial Testing Firm(s) and shall have the authority to act in all construction quality control matters for the prime contractor.
  • Shall maintain a rework log and shall have complete authority in all aspects of Construction Quality Control.
  • Shall maintain a copy of the approved QC plan on file at the jobsite, complete with up-to-date approved revisions, with an up-to-date submittal log and submittal register as well as copies of approved samples.
  • Shall immediately stop any non-complying work as well as remove individuals from the site who fail to perform their work in a skillful, safe and workmanlike manner.
  • Will prepare daily QC Reports, ensure that Contractor Production Reports are prepared daily, hold weekly QC meetings with the Commissioning Authority, DOR (or representative), Superintendent, and the CO's representative as applicable for the suitable phase of work and shall post meeting minutes.
  • Ensure that design and construction submittals are reviewed and approved as required by the contract, prior to allowing material on site and work to proceed with these items.
  • Update as-built drawings daily and maintain an up-to-date set on site, maintain a testing plan and log, ensure that testing is performed in accordance with the contract, review all test reports and inform the CO's representative of all deficiencies as well as a proposal for the recommended corrective action. He shall maintain a deficiency log on site, noting all identified deficiencies and date corrected.
  • Certify and sign a statement on each invoice that all work to be paid under the invoice has been completed in accordance with the contract requirements.
  • Perform Punch-out and Pre-final inspection, participate in Final inspections, submit lists of deficiencies to the CO's representative for each inspection, and ensure correction of all deficiencies prior to final inspection to establish a schedule date acceptable by the USACE.
  • Ensure that all required keys, O&M Manuals, warranty certificates, and as-built drawings are correct, complete and in accordance with the contract prior to being submitted to the CO's representative.
  • Ensure that all applicable tests, special inspections and observations required by the contract are performed and shall coordinate all factory and on-site testing, testing lab personnel, QC specialists and any other inspection and testing personnel required by this contract.
  • The QC Manager does not have the authority to deviate from plans and specifications without prior approval, in writing from the USACE and shall notify the CO's representative of any proposed changes to the QC Plan.
  • Inspection of Concealed Items: The QC Manager shall inspect all items that are to be embedded or concealed by a construction activity.
QUALIFICATIONS

(1) The QC Manager must have experience as a Project Manager, Project Engineer, Construction Manager, QC Manager, and/or Project Superintendent, with a minimum of 10 years construction experience on construction projects of similar size (minimum $5M) and scope .
(2) Sound understanding of engineering concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental engineering concerned with the design, layout, and supervision of construction operations.
(3) Ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes.
(4) Thorough knowledge of construction practices/methods as well as construction management.
(5) Ability to write and speak to report on progress and outcome of technical assignments and to present recommendations.
(6) Ability to monitor construction projects to a successful and timely completion.
(7) Knowledge of Primavera SureTrak scheduling software and/or other construction scheduling software packages.
(8) Knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements. Familiar with the requirements of the EM 385-1-1.
