The Quality Operations Manager (QOM) is a senior level quality assurance manager, possessing excellent people management skills and strong product testing and process skills. The QOM must have knowledge of Quality Assurance (QA) and Quality Control (QC) principles and practical application of those principles with the ability to apply them to multiple groups with multiple and diverse product lines in the primary and affiliated companies. The QOM must also have an understanding of the product development lifecycle and sustainability, to the point of recommending changes pertinent to the QA/QC process. The QOM has direct supervisory responsibility for the Project Company Quality Control Managers throughout all phases of operations. The QOM continuously endeavors to work toward increasing quality standards for all stakeholders and displays flexibility in his approach to problem solving.

Essential Job Functions, Duties and Responsibilities

Assist the Director of Quality Management in the development of a Corporate QA Risk Management Plan. Become knowledgeable about building code and construction trends, management process techniques, and measurement tools through continuing education. Collaborate with Design and Construction on development and implementation of company- wide subcontractor performance reviews and subcontractor quality control plans. Demonstrate a commitment to Quality Improvement through Total Quality Management ( TQM [MQH1] ). Develop Quality Improvement Plans that incorporate best construction practices into new construction, renovations, demolition, etc. Develop and implement quality assurance procedures such as document reviews and site audits for prime and affiliate organizations. Establish building commissioning processes to ensure proper turnover of facilities without incident and minimal warranty callbacks. Help develop training for all employees in quality improvement principles and risk management and corporate compliance requirements. Implement and participate in Quality Lead Team as required. Organize and facilitate regularly scheduled training for the construction teams and staff as needed to educate and implement quality and corporate compliance. Other duties as assigned as it relates to the essential functions of position. Participate in affiliate organization and agency-wide staff meetings, work groups, training and development and other program related activities as appropriate. Promote and establish Quality Management Boards for ongoing quality issue reviews that are site specific and also participate in quarterly company- wide reviews and Lessons Learned. Represent agency to accrediting bodies to facilitate and coordinate accreditation processes, to ensure satisfactory completion, and to improve compliance (insurance companies, ICC). Spearhead efforts to entice subcontractors into taking ownership of quality control. Supervise, train and evaluate staff of Quality Control Managers & Quality Control Inspectors as needed. Assist in updating quality control plans as needed. Work with managers and teams to assess and ensure compliance with quality improvement and a corporate compliance plan against internal (policy/procedure) and external (contract/program) requirements; report regularly on results.
