The RAN PMO role is specifically accountable to support Market RAN PMs who are working on RAN-related functions for Global System for Mobile Communications (GSM), Universal Mobile Telecommunications System (UMTS), and Long Term Evolution (LTE) national projects:
·
Maintain/update the Market RAN PM Job Function Overview and communicate changes to the Market RAN PMs.
·
National e2e PMO RAN standards and procedures
o Develop and maintain national RAN standards, processes and procedures by applying best practices and lessons learned, as appropriate for standards and process improvement. This would include developing and maintaining a “lessons learned” repository.
o Train/educate Market RAN PMs on the national standards, process and procedures.
o Monitor Market RAN PMs compliance to the national standards, processes and procedures.

Act as escalation point for Market RAN PM issues
·
Design – Provide national oversight for the design milestones and delivery of wireless RF Designs, RFDS, and cluster certificates
·
Deployment - ensure that market RAN PMs understand the requirements for pre-launch activities including GNG KPI drive tests and Pre–Launch Checklists.
·
Performance – guarantee and track market RAN PMs facilitation of post launch performance reviews to maintain a quality network and favorable customer experience.

Design – Oversee RF Design Deliverables
·
Maintain a directory of key personnel involved on a day to day basis. This includes but not limited to
o National Edge–to–Edge and End-to-End PMs
o Network Planning and Engineering (NP&E)
o National Edge–to–Edge PMO (Core, Transport)
o National End–to End PMO
o RF Design, UTRAN and Optimization Vendors.

Manage the RF design process by overseeing the design milestones for 1St, 2nd, 3rd, and 4th Carrier markets. Work to ensure that the LTE design milestones are tracked and that he provides National with summary.
o Maintain Comprehensive UMTS Market Summary tracker and distribute of the tracker to those invited to the weekly RF Design meetings prior to the meeting for discussion and after the meeting for updates.
o Comprehensive Design Tracker Link
o Monitor changes to the POR and update UMTS Market Summary tracker.
o Host a weekly RF Design Review call with Market/Regional RAN PMs, National RAN design reviewers, and Optimization vendor (separate call for each vendor: Ericsson and Alcatel-Lucent) to discuss progress of designs, RFDS, and cluster certificates.

Track the approval and sign-off of the design cluster certificates.
o Use CASPR reports to verify correct market name in the Plan of Record (POR) to ensure cluster certificates are filed correctly (market name given to vendor doesn’t always match what is in CASPR and PULSE POR).

CASPR REPORTS HOMEPAGE
o Process signed cluster certificates and upload to FileNet (some are soft copies and can be uploaded and others are UPS/FEDEX and have to be scanned, and then uploaded).
·
Monitor RAN related constraints (equipment shortages, software upgrades). Ensure that National RAN PMO Project Managers understand the need to identify and report node Bs, eNode Bs or other RAN equipment resource shortages and construction challenges; develop appropriate mitigation plans and escalate/expedite as necessary using the processes for Node B, SCM, and transport.

Communicate standardized Change Control processes to market RAN PMs - communicate the use of the formal change control process for RFDS. See Frequently Asked Questions section (Question #3).
·
Support existing and new RAN related processes and assist with process improvement with subject matter experts. Gather on a regular basis a repository for lessons learned and apply to best practices.
·
Pre- Launch and Deployment
·
Communicate to National RAN PMO Project Managers requirement standards for pre–launch activities as detailed in the Market RAN PM SOW.
·
Facilitate the monthly GNG Checklist overviews. Provide any updates to Reporting and Controls for maintaining the checklists.
·
Work with national e2e PMO teams to develop contingency planning, disaster planning strategies to address/minimize impact of “fire drills”.
·
Gather information to provide Enterprise GO for Greenfield UMTS market launches.
Performance - ensure design and deployment practices maintain a quality market network:
·
Work with National RF, performance, Transport, Core PMO Teams etc. to understand new initiatives and projects pipeline and their impact to RAN.
·
Oversee schedules for Post Launch reviews. Ensure that market RAN PMs schedule and facilitate 30 day Post Launch review and work to resolve any issues leading to network performance degradation.
·
Regularly interface with E2E and e2e PMO leadership to understand and communicate near/long term business and RAN priorities.
·
Attend regular meetings with equipment vendors and escalate complex performance issues (ALU and EUS open forums).
·
Facilitate the NS RAN/PMO Operational Support meetings with National RF Engineering to identify and resolve technology issues that may impact UMTS/LTE deployments. File tracker to website.
Monitoring/Reporting
·
Gather requirements for reporting automation.
·
Create list of weekly launches and provide to the GIS team and upload to the e2e National RAN SharePoint website.
o Include UMTS 1st Carrier (GNFLD, EXP) Additional Carrier (2nd, 3rd, 4th, etc.), and SSVs and LTE launches.
o Record the market name and phase, frequency band, launch date, cluster, number of sites, partial/complete.
o Detail the number of sites launched vs. total site count
o Send list to designated managers every Friday by 2PM ET.
o Automate this function.
·
Use CASPR reports to track on a weekly basis Plan of Execution plan vs. actual (MS) for New Site Builds (NSBs – MS150), Site Acquisition Only (SAO – MS93), and Long Term Evolution (LTE MS149) market launches.

Watch (at a high level) equipment shortages, especially RAN-related issues and assist in resolving obstacles.
·
Survey CASPR milestones at a national level to ensure regions are on track. Identify and assist in overcoming hurdles.
·
Participate in the automation of process tools and reports including:
o Comprehensive Design Tracker Report
o Data fill/NDER Workflow
o Exception reporting to provide RAN PMs visibility in order to ensure market compliance from design to deployment to pre launches requirements.
o Linking all available databases.
Training
·
Gather requirements for training.
·
Work with training resources, area managers, and regional managers to provide guidance to new RAN team members or temporary staff so they can ramp up in the Market RAN PM role quickly.
·
Assist in the development of on-boarding documentation including high level and detailed functional job overviews, work-flow processes, and other job aids.
·
Communicate to market RAN PMs that their focus should be aligned with national priorities outlined by the business and NP&E organization.
·
Work with National EPMO and RF engineering teams to ensure that any new processes or changes to existing ones do not negatively impact team’s focus on any of the wireless technologies.
·
Encourage and/or recommend training opportunities to ensure that market RAN PMs become acquainted with current and new engineering initiatives.
