According to Virginia Code and professional standards, independently assesses land and residential, commercial, industrial and agricultural properties by analyzing cost, market, and income data. Conducts site visits of both improved and undeveloped properties and maintains accurate up-to-date information in the County’s Computer Assisted Mass Appraisal system to ensure correct real estate assessments. The successful candidate will research, interpret and apply tax laws and rulings to administer tax programs fairly, equitably and uniformly and respond to requests for information, appeals and litigation. Provides excellent taxpayer service in a challenging and fast-paced work environment while managing the valuation of properties within the appraiser’s assigned neighborhood. Utilizes state tax code, case law and local ordinances to ensure that taxes are assessed fairly, equitably and uniformly. Confidently interacts with property owners or their representatives, CPAs, attorneys, and other tax professionals to ensure local tax compliance and defend assessments. Works with office management and Treasurer's and County Attorney's office personnel as collection, bankruptcy, appeal and litigation issues dictate. Maintains confidentiality of tax information. Participates in professional training to remain informed of federal, state, and local tax laws and professional appraisal standards. Provides court testimony, as necessary.
JOB REQUIREMENTS Any combination of education and experience equivalent to a Bachelor’s degree and at least two years of real estate appraisal or assessment experience. Minimum of two years of experience in commercial and/or residential appraisal is required. Professional designation in real estate appraisal or real estate assessment offered by the Virginia Department of Professional and Occupational Regulation or professional organizations such as the International Association of Assessing Officers is preferred. Must have hands-on experience with computer automated mass appraisal systems along with direct customer service. Must have exceptional writing skills and familiarity with Virginia’s local tax structure. Must be an extremely well-organized problem solver with keen research skills and the ability to handle multiple concurrent projects. Must be flexible and have the ability to independently exercise good professional judgement.
SPECIAL REQUIREMENTS Must be proficient in Microsoft Office applications. Must have the ability to work in various outdoor weather conditions, traverse undeveloped land and tour construction sites and residential and commercial facilities of all types. Occasional bending, stooping and light lifting may be required. Prefer experience with Tyler Technologies’ IasWorld.
POST CONDITIONAL OFFER CONTINGENCIES Employment is contingent upon successful completion of criminal background, driving, and credit check. Must maintain a valid driver’s license in Virginia or regional state of residence.
