Performs executive level managerial/administrative duties within a specified division of the department with responsibility for planning, budgeting, coordinating and controlling personnel, materials and physical resources to achieve operational and organization objectives.

MAJOR DUTIES

Administers and manages operations of a comprehensive recreation program.
Formulates and establishes administrative policies, procedures and guidelines to ensure operations efficiency and effective administration within a division.
Recommends, plans and assists in the development of short and long-range goals and objectives, supports strategic plans, and promotes the direction for division.
Evaluates and participates in the development of a comprehensive budget plan to meet current and projected needs of assigned area.
Analyzes data to determine program/personnel effectiveness and implements program/ personnel adjustments; reviews and acts on management, administrative and operational problems; ensures compliance with program requirements.
Manages annual budget and performs cost and productivity analyses to ensure tight fiscal control through realistic budget management practices.
Determines funding requirements, makes recommendations, prepares budget documents, monitors status of allocated funds, revenue collections and controls expenses.
Compiles, computes, reports and maintains participation and facility usage statistics, other statistical data, prepares financial and other reports, documents and records.
Oversees recruitment, training, supervision and evaluation of staff, volunteers and instructors by providing quality leadership. Promotes outstanding customer service for all employees.
Oversees employer/employee functions such as employee evaluations, progressive discipline, adverse actions issues, accident/injury reviews, etc.
Researches recreation trends, associated costs, new philosophies, recreational opportunities, programs and specialized activities and equipment.
Maintains contact and interaction with other districts and government agencies to maintain freshness within administered programs.
Manages capital asset inventory records within a division.
Manages facility use agreements and specialized use.
Participates in, coordinates and promotes the development and preparation of marketing plans that includes goals, objectives, strategies, execution and measurement for facilities and programs. Includes all phases of implementing public information, media and advertising campaigns, marketing programs and public outreach surveys.
Responds to and resolves sensitive and complex public inquiries and complaints along with requests for information.
Establishes and maintains a collaborative working relationship with representatives of community organizations, state and local agencies, associations and other user groups and individuals. Serves on various community and professional committees and boards.
Represents the department/division by attending meetings, functions, community and other events.
Advances own professional knowledge, skills and development thereby identifying and expanding recreational opportunities, public information and staff professionalism.
Assumes authority of and acts on behalf of a more senior official.
Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

Extensive knowledge of current administrative/management practices and methods used in the administration of public recreation programs and personnel.

Extensive knowledge of the fiduciary responsibilities of public funds.

Considerable knowledge of budget preparation, tracking, forecast and control of expenditures, and purchasing.

Considerable knowledge of trends and practices in various marketing methods to include, internet, web site, social and media.

Considerable knowledge of the principles and methods of effective supervision and evaluation to ensure accountability.

Skill in team building and leadership methods.

Proven skill in various written and oral communications methods to initiate, promote and maintain positive internal and external public relations.

Ability to ascertain and utilize the knowledge and skills of professional, technical and volunteer personnel.

Ability to identify problems and core issues, review and implement viable resolutions.

Ability to electronically create, analyze and maintain information, statistics, reports, spreadsheets, letters, presentations, data bases, etc.

Ability to develop and implement new strategies and procedures to maximize employee and program efficiency.

Ability to use considerable initiative, think independently and exercise sound judgment.

Ability to work non-standard hours and days.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Bachelor's degree with a major in, Recreation Administration, Physical Education, Public Administration or other related field; and
Five years of experience involved in upper level recreation management/administration; two of which must have been in a supervisory capacity; and
Possession of a First Aid and Cardiopulmonary Resuscitation (CPR) Certification; and

Possession of a valid Driver License.

OR

A Master’s Degree with a major in Recreation Management, Recreation Administration, Physical Education, Public Administration or other related field; and
Four years experience involved in upper level recreation management/administration; two of which must have been in a supervisory capacity; and
Possession of a First Aid and Cardiopulmonary Resuscitation (CPR) Certification; and Possession of a valid Driver's License.
