DUTIES:
Reporting to the office of the Bay Pines VA Healthcare System Chief of Staff, the Utilization Review (UR) Nurse is a
Registered Nurse with responsibility for the development, implementation and
coordination of utilization review policies, procedures, and activities.

S/he will use demonstrated knowledge of utilization management principles, including comprehensive knowledge of the range of administrate laws, policies, regulations, and precedents applicable to the utilization management program to ensure program goals are met. The UR Nurse will use his/her knowledge of clinical data, disease processes, diagnostic testing, etc., as s/he applies p

re-determined criteria to
evaluate severity of illness, intensity of service, and discharge
readiness.

The UR Nurse i

s responsible for hospital-wide pre-admission screening, continued stay, and
third party payer review of identified patient cases to evaluate appropriate
utilization of resources. Additional duties performed include, but are not limited to:

Assessment of productivity, effectiveness, and efficiency of the Utilization Management (UM) program operations

Analyzing and resolving problems

Establishing criteria to measure and/or predict the attainment of UM program goals and objectives

Contributing to the improvement of productivity, effectiveness and the efficiency of UM program operation

Contributing to the plans, goals, and effectiveness of the UM programs at the local, VISN, and national levels

Preparing periodical evaluations of the effectiveness of the overall UM program

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Full unrestricted Licensure, Certification, or Registration required

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency

and

accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Nurse
I/Level 1 - Level 3 - An ADN or Diploma in Nursing is the minimum educational requirement for all levels in the Nurse 1 grade.

Level 1 requirements

: Associate Degree or Diploma in Nursing - no additional experience required at this grade/level.

Level 2 requirements

: Associate Degree or Diploma in Nursing

and

approximately 1 year of experience;

OR

, an Associate Degree or Diploma in Nursing and bachelors degree in a related field with no additional experience required;

OR

a Bachelor of Science in Nursing (BSN) with no additional experience required.

Level 3 requirements

: Associate Degree or Diploma in Nursing

and

approximately 2-3 years of
experience;

OR

an ADN or
Diploma in Nursing

and

a bachelors degree in a related field

and

approximately
1-2 years of experience;

OR

a
BSN

and

approximately 1-2 years of experience;

OR

a Master’s degree in nursing (MSN) or related field with

Nurse
II - A BSN with approximately 2-3 years of experience;

an Associate Degree or Diploma in Nursing

and

approximately 1-2 years of experience (

a Doctoral degree in Nursing or meets basic requirements for appointment and
has a doctoral degree in a related field - no additional experience required.

Nurse
III - Master’s degree in nursing or related field with *BSN or Bachelor’s
degree in a related field

approximately 2-3 years of nursing experience (

approximately 2-3 years

PREFERRED EXPERIENCE:
A minimum of five years of progressive professional nursing practice with demonstrated knowledge and expertise in leadership and program management is strongly preferred.

Specialized training and/or certification is strongly preferred. You will be expected to obtain Certified Professional in Utilization Review (CPUR) certification within two years of assignment if not currently certified.

Must possess demonstrated knowledge of utilization management principles, including comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the utilization management program. These include, but are not limited to: Health Insurance Portability and Accountability Act (HIPAA), VA statutes, and Federal regulations.

Must possess demonstrated knowledge and skill in the analysis and interpretation of clinical data, disease processes, diagnostic testing, and related treatments. Comprehensive knowledge of InterQual criteria required.

Must possess demonstrated knowledge and skill in applying analytical and evaluative methods to assess the efficiency and appropriateness of resource utilization.

Must possess demonstrated knowledge and skill in the operation of VistA, CPRS, Microsoft Office (Excel, Outlook and PowerPoint), and application of programs to examine, interrupt, analyze, evaluate and draw conclusions from data collected.

GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.

PHYSICAL REQUIREMENTS:
Must meet physical requirements of a Registered Nurse, which include: Heavy lifting, 45 pounds and over; straight pulling 8 hours; pushing 8 hours; reaching above shoulder; use of fingers; use of both hands; walking 8 hours; standing 8 hours; kneeling; repeated bending 8 hours; use of both legs; near and far vision (correctable); and hearing.

WORK ENVIRONMENT:
Working in a large, fast-paced health care system, work will be performed in both an office environment, as well as in a large, fast-paced health care system. Incumbent may anticipate noise, exposure/use of solvents (washing hands, etc.); working with hands in water; working closely with others, etc. By virtue of working in an active health care center, there may be exposure to a variety of illnesses or disease.
