Type of Position
Specified Term: A staff member may be appointed to term status for a specific term not to exceed three years in order to accomplish a specific purpose or when the duration of funding is limited or unknown.

Duties:
Provide research and writing support to the Rural Policy Research Institute (RUPRI) Health Panel through literature searches and syntheses, data analysis, writing policy papers and assisting with journal articles, interacting with policy staff and research organizations on behalf of RUPRI, staffing Health Panel meetings.

• Support, with literature reviews (including current policy dialogue), for development of papers on the impact of continued changes in health care finance/payment on rural people, places, and providers

• Complete literature reviews for new proposals and policy workshops

• Conduct research using web searches, telephone interviews and other appropriate techniques to learn how policy affects rural people, places, and providers

• Prepare drafts of policy papers for RUPRI Health Panel analysis of policy options and policy implementation

• Assist RUPRI Health Panel in drafting papers related to the high performance system of the future and the impact of health reform

• Analyze secondary data to assess impact of policies on rural people, places, and providers

• Assist with IRB submissions for new research protocols

• Help manage the flow of information to RUPRI Health Panel

• Help staff RUPRI Health Panel meetings

• Identify data sets appropriate for research

• Make decisions regarding the acquisition of data

• May train staff on how to use statistical software

• May recommend adding staff

Education Required:
Master’s degree or equivalent training and experience in health services research and policy analysis

Experience Required:
3-5 years of experience in research methods, including statistical analysis

3-5 years of experience conducting literature searches

Evidence of ability to develop policy papers designed for use by policy staff

Evidence of written and verbal communication skills

Ability to travel

Desirable Qualifications:
Experience in policy analysis

Reasonable 1-3 year experience using SAS, SPSS, or STATA is highly desired

3-5 years of experience in national or regional research teams

Previous experience presenting policy or related information

Knowledge of IRB submission process
